MINUTES <br />City Council <br />April 8, 1987 <br />Bingo Idylie also explained the rotation system in place at LCCB where <br />(Cont.) the charities rotately monthly the evenings they operate bingo. <br />In this way the charities are attempting to equalize the amount <br />of earnings of each group. <br />Hlith regard to the lawsuit that P~r. Kirch has indicated will be <br />filed, Wylie reported that LCC6 has not received notification <br />of this suit. Wylie felt that the threat of a suit had to be <br />taken into perspective. l~ylie noted that numerous organizations <br />and businesses are periodically and regularly sued and pointed <br />out that some claims are well founded and others are not. <br />Wylie noted that it is unfortunate that problems that should be <br />brought to the Board of Directors of LCCB are being brought to <br />the City Coiancil. Wylie noted that no lawsuit has been brought <br />to LCCB for resolution. <br />Wylie indicated that he has represented the LCCB since October <br />of 1986 when his firm became involved in a lease dispute. <br />Fahey asked for the names of the gambling manager or personnel <br />who are running LCCB. <br />Wylie reported that Ron Clarke is Treasurer, and that Ray <br />Masman is the General Manager of LCCB. Mr. Masman indicated that <br />Ed Amaro is working as a handyman on the premises. <br />Fahey stated that assuming the State finds the organization of <br />the Hall Association legally permissible, what measures are in <br />place to ensure individual accountability of each charity on any <br />given night. <br />Wylie noted that the accounting is centrally located and is done <br />for each charity on an individual basis. LCCB supplies the <br />accounting data to the various charities. Wylie also noted that <br />the individual charity's gambling manager is present on the <br />night the charity is operating bingo. If there is a dispute, <br />the gambling manager is present to resolve it. <br />Stan Babel, accountant for LCCB, reported that the gambling manager <br />is in charge of the evening's bingo event. There are employees of <br />LCCB hired to carry out various functions like the actual moving <br />of money, daily paperwork for each bingo session, and these procedures <br />are uniform for each charity. Money is deposited into an account <br />and an accounting made to the charity at the end of the month <br />with money ~isbursed to the charities at that time. <br />Fahey asked for a clarification of Ron Clarke's duties. <br />Babel explained that there is a lot of paper work prepared each evening, <br />and there is separate work completed for bingo and pull-tabs. This <br />information is compiled by the office staff and its accuracy is <br />determined that same evening. If there is a problem with accuracy, <br />Page -11- <br />
