MINUTES <br />City Council <br />April 8, 1987 <br />Bingo (Cont.) it is resolved that same evening, and brought to the attention of the <br />bingo manager. <br />Fahey asked if the bingo manager or if Ron Clarke made the final <br />reconciliation. <br />Ron Clarke, Treasurer of LCCB, appeared before the Council. Clarke <br />reported that there are at least 2 or 3 people counting money and <br />each person works independently of the other. The various paperworks <br />are compared. Clarke stated that he does not actually count the money, <br />but that the office staff does and there is no set pattern of who <br />counts money on a given day. Clarke reported that he takes the <br />paperwork and fills out bank deposits for the various charities. <br />The money is deposited and the deposit slips are given to the <br />accountant. <br />LaValle asked if the gambling manager is counting the money each night. <br />Clarke replied that they are not. <br />LaValled asked if the gambling manager knows on their particular <br />bingo evening how much money has been taken in, and if money is <br />deposited daily. <br />Clarke replied that money is deposited about every three days, but <br />there are separate deposit slips and pouchesfor each bingo session. <br />Clarke stated that the amount of money made in an evening is known <br />that same evening. <br />Clarke reported that after the physical counting of money is done, <br />he makes out the deposit slips. <br />Fahey asked the duties of the gambling manager. <br />Clarke replied that if there is a problem with the paperwork, the <br />gambling manager is notified. The gambling manager is also out on <br />the floor during the bingo session to resolve any disputes that <br />might occur. The gambling manager also runs spot checks on the <br />clerks and overseesthe entire operation. <br />Fahey asked if Clarke operated as both Treasurer and Gambling Manager. <br />Clarke replied that he is Treasurer and the designee Gambling Manager <br />for the Humane Society. Clarke reported that the Board of Directors <br />ruled that you could not serve on the Board and be in another position <br />with LCCB, but you could be both a Gambling Manager and an employee <br />of LCCB. <br />Scalze asked what State Law said in this regard. <br />Fahey stated that this is an issue the City Attorney will have to <br />investigate to ensure that it is in compliance with State Law. <br />Page -12- <br />
