MINUTES
City Council
Flpril 8, 1987
Bingo Latz replied that there has not been an advertising campaign as yet,
(Cont.) but noted that a newsletter is sent to members and public service
agencies. A brochure has been available since about 1978.
Scalze asked how long Mr. Amaro has been a member of MRID.
Latz replied since 1983 when he conducted some fund-raising
events.
Lora Amaro of MRID reported that she has been a member for the past
10 years and active in fund-raising events for MRID for the past 5
years. Flmaro reported that MRID was licensed by the City of St.
Paul for the fund-raising events that were held and that she was
listed as gambling manager on the license. The events were put on
with the assistance of Ed Amaro.
Latz also reported that it was his responsibility to submit the
990 forms the City required, which he did not do.
LaValle noted that on the application form it notes that the rental
fee for the hall is $440 per night.
Mr. Amaro replied that this was correct, and noted that the annual
rent for the building is $137,000.
Fahey asked if the City had supena-powers should it decide to hold
a hearing as requested by Mr. Grey.
The City Attorney replied that the City did not have these powers.
Mr. Blesener asked Mr. Tom Short, owner of the building LCCB operates
in, if there was a valid lease held by LCCB.
Mr. Short replied that Movers Warehouse entered into a lease agreement
with LCCB on September 16, 1986. However, that lease is currently
in the courts.
Mr. Tom Pew, attorney for Mr. Short, reported that he appeared in
court on an unlawful detainer that Movers Warehouse filed against
LCCB. However, the judge determined that the second lease would
not be submitted into evidence and dismissed the unlawful detainer
action. Therefore, the original lease is in effect.
Mr. Pew reported that Movers Warehouse now has the option to
request that the findings be amended, or file an appeal. This
decision has not been made.
Pew reported that the lease in effect is a three-year lease which
runs from July 1, 1986 to June 30, 1989.
Blesener asked if there were any conditions in the lease agreement
regarding the renewal of licenses for the charities.
Page -19-
