MINUTES <br />City Council <br />Flpril 8, 1987 <br />Qingo Fahey asked Tschida's involvement in bingo. <br />(Cont.) <br />Tschida reported that he serves on the Board of Directors of LCCB. <br />Joan Kosmalski serves as Gambling Manager. Tschida reported that <br />Kosmalski has been a member of the Humane Society and employed by <br />the Society since the early 1970's. <br />Tschida reported that the funds generated from LCCB are used in the <br />shelter operation, feeding of animals and various other programs. <br />Scalze asked where the bulk of the Society's funds come from. <br />Tschida replied that they come from the general public in the <br />form of fees and donations. <br />Tschida also pointed out that their operation is located in Como <br />Park where it has been for the past 35 years. <br />Tschida explained that the Society has designated Ron Clarke as <br />their Gambling Manager Designee and felt that this ~vas an appropriate <br />way to operate. Clarke has served as the Society's Gambling Manager <br />in the past in various pull-tab operations. <br />Fahey felt that the applications for renewal should be reviewed in <br />light of the City policy that was established in May of 1986, and <br />the Council should determine if the various charities benefit the <br />City and its residents. <br />LaValle questioned why Joan Kosmalski is the Humane Society's <br />Gambling Manager, when she is not serving in this capacity at <br />the Hall. <br />Tschida indicated that they thought this was a proper procedure, <br />and if not, are willing to change it. <br />The next charity inter~iewed was the North Suburban DAC. Fahey <br />noted that this charity has been located in the City currently <br />and in the past and provides services to Little Canada residents. <br />Phil Saari, representing the DAC, agreed with these comments and <br />noted that the DAC provides services to developmentally delayed <br />pre-school children and mentally retarded adults. The DAC serves <br />the 10 northwestern suburbs and about 8 to 10% of its clients are <br />Little Canada citizens. <br />Saari reported that Steve Bielke is the DAC's Gamb1ing Manager, <br />and Saari is the Gambling Manager designee. He is responsible <br />for the floor operation when the DAC conducts bingo. <br />Scalze asked how a Gambling Manager is compensated. <br />Saari replied that a Gambling Manager is compensated per occasion. <br />Page -21- <br />
