MINUTES <br />City Council <br />April 8, 1987 <br />Bingo Fahey asked if the Gambling Manager was paid. <br />(Cont.1 <br />Saari reported that the Gambling Manager is only paid if he assumes <br />the floor operation. <br />Wylie noted that there is a distinction in the State Statute between <br />Gambling Manager and Bingo Manager. A Gambling Manager is in charge <br />of the gambling operation and is the individual who is ultimately <br />accountable. A Gambling Manager can designate a Bingo Manager <br />to assume the floor operation and run a game. <br />LaValle asked if Mr. Bielke was involved in the DAC. Bielke <br />replied that he is on the Board of Directors of the DAC. <br />Marcia Nelson, Chairman of the 6oard of the DAC and a Board Member <br />of LCCB, reported that the concern being raised is one of accountability. <br />Nelson reported that before DAC got involved in the operation, she <br />spent many hours in the building reviewing procedures and observing <br />employees and assured herself that there were good operations in <br />place. Nelson agreed that LCCB had problems and made changes on <br />the Board. Nelson also felt that LCCB was in a much stronger position <br />of negotiating with the landlord as a group rather than the individual <br />charities negotiating their own leases. <br />Quck Wolter, representing the Lions, appeared before the Council. <br />Wolter reported that Ray Masman is the Gambling Manager for the <br />Lions. Wolter also explained the past history of the Lions as well <br />as the various contributions that the Lions have made in the past <br />that have benefited Little Canada, as well as other contributions. <br />Jan Sherman, representing Servants of Mary, appeared before the Council. <br />Fahey reported that until the Servants of Mary clearsup the situation <br />with the Little Sisters of the Poor, he would not vote to renew their <br />license application. <br />Sherman explained that Servants of Mary became operational in 1981, <br />and that she was designated as Gambling Manager in St. Paul. Proceeds <br />from the operation in St. Paul were given to the Little Sisters of <br />the Poor, however, Servants of Mary has no affiliation with them. <br />In Spring of 1985 the Servants of Mary received a letter from the <br />attorney representing Little Sisters of the Poor which indicated <br />that they did not want proceeds from Servants of Mary generated <br />from the sale of pull-tabs, however, would continue to accept <br />donations from proceeds from bingo. <br />Sherman reported that Servants of Mary previously had a pull-tab <br />operation at Brady's and from their proceeds from this operation <br />donated to the Little Canada Recreation Association as well as <br />the Lake Owasso Home. <br />Page -22- <br />
