MINUTES <br />City Council <br />April 8, 1987 <br />Bingo does serve the community. <br />(Cont.) <br />Fahey felt that the service was incidental and indirect. Fahey <br />pointed out that a person cannot call MRID's office and request <br />service and that it was strictly a referral service. Fahey noted <br />that this was not focused in on a year ago when the original <br />license was approved, but felt that MRID was not an organization <br />the City wants to promote. Fahey felt that the City should keep <br />opportunites open for organizations that will benefit the City <br />directly, and if this cannot be done, then Fahey was not in favor <br />of any bingo operation in the City and does not feel the City should <br />subsidize the State. <br />Scalze agreed that she was not convinced that MRID benefited the <br />City as of January l, 1986. <br />Latz pointed out that interpreters allow the hearing impared access <br />to public information. <br />Scalze pointed out that MRID does not pay the wages of the interpreters. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 87-4-136 - THAT ON THE BASIS OF <br />COU~!CIL DISCUSSION WITH REGARD TO CITY POLICY <br />PREVIOUSLY ADOPTED ON MAY 20, 1986, THAT THE <br />COUNCIL DENIES RENEWAL OF THE GAMBLING LICENSE <br />APPLICATION FOR MINNESOTA REGISTRY OF INTERPRETERS <br />FOR THE DEAF, WITHOUT REGARD TO THE SITUATION AND <br />QUESTIONS RAISED ~IITH REGARD TO MR. ED AMARO, BUT <br />BECAUSE MRID DOES NOT COMPLY WITN TNE CITY'S POLICY <br />,UIDELINE OF PROVIDING SERVICES AND BFNEFIT TO <br />THE CITIZENS OF LITTLE CANADA AS OF JANUARY 1, 1986 <br />AND THE COUNCIL FORSEES NO BENEFIT OR SERVICE TO <br />THE CITIZENS OF LITTLE CANADA TO BE EXTENDED IN THE <br />FUTURE <br />The foregoing resolution was duly seconded by Mr. Blesener. <br />Ayes (4) Fahey, Blesener, Scalze, Collova. <br />Nays (0). <br />Abstains (1) LaValle. <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 17, Page 149. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 87-4-137 - TABLING ACTION ON <br />THE GAMBLING LICENSE APPLICATIONS SUBMITTED <br />BY THE FOLLOWING CNARITABLE ORGANIZATIONS <br />Page -25- <br />
