MINUTES <br />City Council <br />April 8, 1987 <br />Bingo UNTIL THE APRIL 22, 1987 COUNCIL MEETING <br />(Cont.) TO ALLOW THE CITY ATTORNEY TIME TO REVIEW <br />THE QUESTIONS RAISED BY THE COUNCIL: <br />HUMANE SOCIETY <br />ST. JOSEPH'S SOCIETY <br />SERVANTS OF MARY <br />LIONS CLUB <br />NORTH SUBURBAN DAC <br />The foregoing resolution was duly seconded by Mr. fahey. <br />Ayes (5) Blesener, Fahey, Scalze, Collova, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 17, Page 150. <br />LaValle felt that an ordinance was necessary to regulate bingo <br />in the City. <br />Fahey questioned the necessity given the policy statement that <br />the City has in effect. <br />The City Attorney stated that an ordinance is necessary if the <br />City wants to impose stricter regulations than what the State <br />has in effect. <br />Fahey stated that he understood that Mr. LaValle was opposed to the <br />existence of the LCCB Hall Association, however, the City Attorney <br />has indicated that the City's policy statement is appropriate and <br />does noi need to be put in ordinance form. <br />Scalze suggested that an ordinance could be drawn up to require <br />stricter accounting procedures for determining numbers of people <br />at a bingo session, amounts of packets sold and pull-tabs sold. <br />The City Attorney stated that he did not think more rules were <br />needed, the question is one of enforcement. The Attorney stated <br />that if the City enacts an ordinance and requires stricter <br />restrictions than the State, the City has to enforce these <br />restrictions. The Attorney felt that the laws were probably all <br />in place, however, the State is not in a position to enforce them. <br />Fahey noted that the charities share the same desire as the Council <br />which is to have the Council on their backs as little as possible <br />and not have problems a subject of public discussion. Fahey <br />suggested that the Council have the charities come in with a list <br />of operational checks and balances that they are willing to put <br />into operation to ensure the operation is above public scrutiny. <br />These could be incorporated as part of the license renewal. <br />Page -26- <br />
