MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CAPlADA, MINNESOTA <br />April 21, 1987 <br />Pursuant to due call and notice thereof a workshop meeting of the <br />Council of the City of Little Canada, Minnesota uaas held on the <br />21st day of April, 1987 in the Council Chambers of the City Center <br />located at 515 Little Canada Road in said City. <br />Mayor Michael Fahey chaired the meeting and called it to order at <br />8:10 P.M. and the following members of the Council were present: <br />MEMBERS PRESENT: Mayor Mr. Michael Fahey <br />Councilman Mr. Bill Blesener <br />Councilman Mr. Rick Collova <br />Councilman Mr. Jim LaValle <br />Councilwoman P4rs. Beverly Scalze <br />ALSO PRESENT: Recording Secretary Mrs. Kathleen Glanzer <br />The Mayor reported that tonight's.workshop meeting was called at <br />the request of the Little Canada Recreation Association and the <br />Parks & Recreation Department regarding a proposal they wish to <br />make viith regard to parl~ and recreational land acquisition. <br />Steve Morelan, President of the Little Canada Recreation Association, <br />Inc., presented a letter dated April 21, 1987 outlining LCRA's <br />recommendation that the City pursue the acquisition of 25 to 30 acres <br />of land in the area bounded by Centerville Road, Allan Avenue <br />and DeSoto Street for the development of recreational facilities. <br />LCRA is also recommending that the City enter into a lease agreement <br />with the School District for the use of, and right of first refusal <br />to buy, the facilities at little Canada Elementary School, Capital <br />View Middle School and Roseville Area High School (East Campus). <br />Fahey informed those present that the School District has indicated <br />that they have a buyer interested in the purchase of Capital View <br />Middle School. This purchaser is interested in expanding the <br />facility and would, therefore, be using the entire parcel. However <br />Fahey suggested that the possibility of a joint powers agreement <br />be researched whereby the City and School District could reserve <br />use of the gymnasium facilities and swimming pool. <br />Fahey pointed out that if the City is interested in acquiring Capital <br />View, it may have to act quickly. <br />Morelan reported that when the special committee reported on the <br />City's participation in a gym addition to the Little Canada School, <br />it never considered the outside facilities at any of the schools, <br />however, the use of the gymnasium at Capital View weighed heavily <br />in the committee's decision. <br />Scalze reported that the Parl< Commission is currently updating its <br />Comprehensive ~lan and is loo'<ing at both indoor and outdoor facilities. <br />?aae -1- <br />
