MINUTES <br />City Council <br />Flpril 21, 1987 <br />Fahey felt that the preservation of the use of the gym and swimming <br />pool were critical and pointed out that there is no other swimming <br />pool in the City which it can use. <br />LaValle felt that the swimming pool would be an expensive, high- <br />maintenance item. <br />Scalze pointed out that Roseville has been dealing with the School <br />District over Fairview. Scalze felt that the City will have to <br />take a hard stand with the School District over Capital View, just <br />as Roseville did. <br />Morelan pointed out that the City's recreation program never used <br />an indoor pool, and that this area has been covered by community <br />recreation. <br />Morelan reviewed his April 21 memo which details current and futiare <br />recreational needs of the City. Morelan stated that a number one <br />priority are fields for baseball, softball and soccer. These sports <br />require a lot of space. Morelan also pointed out that the City <br />currently does not own the fields it is using. However, if Spooner <br />Park is purchased, the City will gain one field and Morelan suggested <br />that a long-term lease be negotiated with the School District for the <br />use of the fields at Little Canada Elementary School. <br />Fahey reported that the property in the Centerville Road area has <br />very poor soils as has been indicated to the City by Larry Lee who <br />is currently developing in the area. Fahey suggested that it may <br />be appropriate to rezone the property along DeSoto for residential <br />development if the soils will not support industrial development, <br />and the City acquire the area with the poorest soils for recreational <br />development. <br />Fahey pointed out that Larry Lee has informed the City that the <br />area is comprised of silt and soil corrections that are necessary <br />would be too expensive to make any industrial development worthwhile. <br />Fahey suggested that it may be necessary for the City to have soil <br />borings done in the area. <br />Blesener asked if Slumberland was considering not proceeding with <br />their development. Fahey replied that they will be going ahead. <br />Gene DeLonais pointed out that at a recent Planning Commission <br />meeting it was pointed out that the property along DeSoto is zoned <br />industrial, when some property owners in the area felt the property <br />had been rezoned to R-2 or R-3. <br />Fahey reported that the Council previously initiated action to <br />rezone this property, however, property owners in the area were <br />opposed to it. <br />Page -2- <br />
