MINUTES <br />City Council <br />April 21, 1987 <br />Fahey suggested that the City maintain a wait-and-see attitude in <br />the Capital View situation. <br />Jim Morelan stated that he did not see the benefit of acquiring <br />Capital View as there were only two ballfields. The City mainly <br />uses the Capital View gym for its gymnastics program and has plans <br />for use of the gym in its basketball program. Morelan felt that <br />the gym and tennis courts at Capital View would be of main concern <br />to the City for acquisition. Morelan did not feel the pool was <br />important in the City's recreational program, and noted that the <br />expense of maintenance might outweight the advantages of having it. <br />Fahey suggested that perhaps the eastern half of the property along <br />DeSoto should be rezoned single-family homes in the Centerville <br />Road area. However, Fahey pointed out that if the City acquires <br />the whole area it will get no tax revenue, where currently the <br />City is getting this revenue. Fahey also noted that if the soil <br />borings turn out to be good, the City will not be able to purchase <br />park land in this area as the property will be too expensive. <br />LaValle suggested that the City obtain a copy of Larry Lee's soil <br />borings. <br />DeLonais noted that there was a lot of opposition to ballfields in <br />this area in the past when a private corporation approached the <br />City along these lines. Council noted that this was due to the <br />request for a 3.2 beer license in cunjunction with the ballfields. <br />Fahey suggested that the Council call for a public hearing and <br />inform the property owners that the City has been approached by the <br />Recreation Association regarding the purchase of 25 to 30 acres <br />of property in the Centerville Road area for the development of <br />a recreational park. Fahey also noted that the current zoning of <br />the property may or may not be proper given the soil conditions <br />of the property, and soil borings are needed. Fahey noted that <br />the City is taking a risk in obtaining soil borings in that it <br />will have to pick up this cost. <br />Collova pointed out that this is the only way to determine whether <br />or not the soils are poor. <br />Fahey suggested that a public hearing be called for the first <br />Council meeting in May to disciass this proposal. <br />Blesener suggested that Bill Sanders put together two or three <br />proposals for ballfield lay-outs. <br />Sanders suggested that he put together an overall development <br />plan for the area rather than just ballfields. <br />Blesener noted that if possible he felt the park should be located <br />on the poorest soils. <br />Page -7- <br />
