MINUTES <br />City Council <br />April 21, 1987 <br />Elaine Zoch pointed out that when the subject of a park was previously <br />brought up in the Centerville Road area, the property owners in the <br />area were strongly opposed. Zoch also asked if the City could take <br />soil borings if the property owners do not allow it. <br />Fahey stated that the property owners would have to give the City <br />permission to take the soil borings. Fahey suggested that the <br />Council discuss the matter at its meeting tomorrow night and <br />authorize the Attorney and Engineer to approach the property owners <br />in the area for their consent to do borings. Fahey also noted that <br />a public hearing would have to be held on the potential purchase of <br />any property in this area. <br />Fahey also pointed out that the Recreation Association as a private <br />corporation could approach the property owners regarding potential <br />purchase, contingent upon the property being resold to the City <br />and contingent upon successful soil borings. <br />Steve Morelan felt that the City should approach the property owners. <br />Collova estimated the cost of soil borings at between $1,600 and <br />$1,800 depending on the depth of the borings. Collova also pointed <br />out that the whole area would have to be convassed to determine <br />the extent of bad soils. <br />Fahey agreed that soil borings would be needed to convince the <br />property owners of the worth of their property. <br />Blesener felt that the bad soils could support residential development, <br />and that it might be in the best interests of the City to develop the <br />property so that the area is not developed with pole buildings. <br />DeLonais pointed out the difficult situation with so many property <br />owners involved. <br />Collova agreed that the soil borings were the first step. <br />Jim Morelan felt that most of the property owners in the area were <br />aware of the bad soils. <br />Fahey asked if the Recreation Association was willing to participate <br />in the cost of acquiring the property. <br />Morelan replied that this has not been discussed as their funds <br />are earmarked for the construction of a recreational facility. <br />However, it is something that could be considered. <br />Blesener felt that the City needed to acquire the land first and <br />down the road the City may be able to put together funding for a <br />recreational facility. Blesener pointed out that suddenly the <br />city is faced with the acquisition of the Johnson/Mosted property, <br />Spooner Park and now the Centerville road area property. <br />Page -6- <br />
