P4INUTES <br />City Council <br />April 22, 1987 <br />Thunder Blesener pointed out that the Park Commission has recommended against <br />Bay (Cont.) this idea. <br />Fahey noted that it appears that the Hanson, Melancon and Stcynske <br />properties will only develop when these three property owners get <br />together. <br />Mr. Larry Wright appeared before the Council and questioned the <br />proposal for the road to be located 21 feet from his house. Wright <br />did not feel that there was enough property to do this and pointed <br />out that it was previously indicated that the road would be 14 feet <br />from his house. However, Wright indicated that he was opposed to <br />the road whether it was 14 or 21 feet from his house. <br />The Council and Planner discussed the placement of the road as <br />presented and the Planner determined from the plat that was <br />submitted that the road would be 21 feet from both the Valento <br />and Wright homes. <br />Wright still disagreed that this was possible as he felt he did not <br />have enough property to allow the road to be 21 feet from his house. <br />Fahey noted that the Council has to rely on the survey that has been <br />presented and which has been prepared by a professional engineer. <br />Wright again stated that in any event he was opposed to the road. <br />Blesener asked if Wright were willing to sell his house. <br />Wright indicated that he was, but Messrs. Valento and Jespersen have <br />indicated that they were not interested. <br />Frank Frattalone stated that the developers were not interested at <br />the price Mr. Wright was asking. <br />Blesener reported that he has talked with the Planner about the <br />possibility of using tax increment financing on this plat which <br />would allow the City to purchase the Wright property, demolish the <br />house, and then sell the property to the developers. <br />Scalze suggested that the developers might not be interested in <br />buying this property back from the City. <br />The Planner replied that this would be covered in the development <br />contract and would be negotiated in advance. <br />Fahey suggested that the proposal be laid out so that he can see <br />how this will benefit the City in terms of tax dollars. <br />The Planner stated that the problem with residential development, <br />is that one is not sure when the houses would be developed. <br />Page -13- <br />
