MINUTES <br />City Council <br />April 22, 1987 <br />Thunder Fahey asked how far Payne Avenue was from Mr. Jespersen's house. <br />Bay (Cont.) <br />Jespersen replied that it is within three inches of 21 feet. <br />Jespersen also reported that the location of the street has not <br />proved to be a problem. <br />Scalze noted that this might not be acceptable to someone else. <br />Frank Frattalone pointed out that it has been a year since <br />concept approval was granted on Thunder Bay Second Addition. <br />Since that time the developers have been working with the City <br />Engineer and their own engineers on anranging the plat as was <br />indicated through concept approval. Frattalone stated that the <br />problem with moving the road closer to the Valento house is <br />that they will not be able to get enough square footage on the <br />lots on that side of the street. Frattalone pointed out that <br />now on April 6, the Planner has suggested that the road be <br />tied in with the Hansen and Melancon properties, which these <br />property owners are not in favor of. <br />Fahey noted that in the concept approval the developers were <br />instructed to work with Messrs. Hanson, Melancon and Stcynske <br />to try to incorporate their properties so that they will not <br />become landlocked. <br />Don Stcynske reported that no one has contacted him. Stcynske <br />was concerned that the back of his father's property would become <br />landlocked and noted that at one time the City discussed acquiring <br />this property for a park. <br />Scalze replied that the Park Commission has recommended that this <br />property not be acquired for a park and that the property to the <br />north in the NSP easement be acquired. <br />Stcynske asked if it would be possible to run a cul-de-sac from <br />the west to access the back of his father's property. <br />Fahey thought that the cost would be too high to make this feasible, <br />given the number of lots that would be developed. <br />Fahey again noted that the developers and property owners had <br />been instructed to get together to work out this matter. Fahey <br />noted that it may not be possible to develop this property until <br />Hanson, Stcynske and Melancon get together. <br />Stcynske pointed out that it may be necessary to tear a house <br />down if these three properties develop separate from the Thunder <br />Bay second addition. <br />Stcynske again raised the suggestion of a tot lot on the back of <br />his father's property. <br />Scalze pointed out that there would have to be access to the tot <br />lot. <br />Page -12- <br />
