MINUTES City Council April 22, 1987 Thunder Frattalone stated that the developers were agreeable to this. Bay (Cont.) ~,~Re~~ed out that the Park Commission has recommended that Sc~~ ~ ~~hE- ~~ negotiate with the property owners under the NSP easement Il coxxECT1oN for park property. This has not happened. Therefore, their Kes. 87-5-194 recommendation at this point is to take cash rather than land at a rate of $300 per lot. Also, they are proposing a walkway easement between Lots 7 and 8 10 feet wide with a 6 foot wide blacktop path and 4 foot high chain-link fence on either side to be put in at the cost of the developers. Frattalone stated that he thought the proposal was for a pond in this area and qiaestioned a walking path along a pond. Scalze stated that this is correct and this property is in the process of condemnation. Scalze stated that she just wanted to make the developers aware of the Park Commission's recommendation. Frattalone stated that he did not like the recommendation, and suggested that he meet with the Park Commission. Frattalone stated that if he owned Lots 7 or 8, he would not like this path located next to his home. Fahey suggested that this matter be brought up with the Park Commission. Fahey suggested that the issue of tax increment financing be addressed and that the various parties get together to resolve the situation including access to the Stcynske property. Fahey suggested that an appraisal of the Wright property be made. Recess At this point in the meeting, 9:30 P.M., Council took a short recess. The meeting was reconvened at 9:40 P.M. Fahey indicated that during the recess Mr. Stcynske indicated that he did not think accessing his father's back property from the west was feasible from his standpoint. Paul and MaryLou Kostecki, LaBore Road, appeared before the Council. f4r. Kostecki indicated that the proposed road would come out onto LaBore Road in front of his property. As the road is linedup now, it would come between his property and his neighbors, however, if the road is moved over it will come out directly in front of his house. Kostecki stated that he was strongly opposed to the road being moved any further west. Kostecki indicated that he was opposed to the road in any event, but hoped it would be located as close to the Valento house as possible. Mrs. Kostecki also indicated that she would prefer the road located as close to the Valento home as possible. Blesener indicated that the road would be moved 10 feet at most. Page -15-
