MINUTES <br />City Council <br />April 22, 1987 <br />Thunder Frattalone stated that the developers were agreeable to this. <br />Bay (Cont.) <br /> ~,~Re~~ed out that the Park Commission has recommended that <br />Sc~~ <br /> ~ <br />~~hE- ~~ negotiate with the property owners under the NSP easement <br />Il coxxECT1oN for park property. This has not happened. Therefore, their <br />Kes. 87-5-194 recommendation at this point is to take cash rather than land at <br /> a rate of $300 per lot. Also, they are proposing a walkway <br /> easement between Lots 7 and 8 10 feet wide with a 6 foot wide <br /> blacktop path and 4 foot high chain-link fence on either side <br /> to be put in at the cost of the developers. <br /> Frattalone stated that he thought the proposal was for a pond in <br /> this area and qiaestioned a walking path along a pond. <br /> Scalze stated that this is correct and this property is in the <br /> process of condemnation. Scalze stated that she just wanted to <br /> make the developers aware of the Park Commission's recommendation. <br /> Frattalone stated that he did not like the recommendation, and <br /> suggested that he meet with the Park Commission. Frattalone <br /> stated that if he owned Lots 7 or 8, he would not like this <br /> path located next to his home. <br /> Fahey suggested that this matter be brought up with the Park <br /> Commission. <br />Fahey suggested that the issue of tax increment financing be <br />addressed and that the various parties get together to resolve <br />the situation including access to the Stcynske property. Fahey <br />suggested that an appraisal of the Wright property be made. <br />Recess At this point in the meeting, 9:30 P.M., Council took a short <br />recess. The meeting was reconvened at 9:40 P.M. <br />Fahey indicated that during the recess Mr. Stcynske indicated <br />that he did not think accessing his father's back property from <br />the west was feasible from his standpoint. <br />Paul and MaryLou Kostecki, LaBore Road, appeared before the <br />Council. f4r. Kostecki indicated that the proposed road would <br />come out onto LaBore Road in front of his property. As the <br />road is linedup now, it would come between his property and <br />his neighbors, however, if the road is moved over it will come <br />out directly in front of his house. Kostecki stated that he <br />was strongly opposed to the road being moved any further west. <br />Kostecki indicated that he was opposed to the road in any event, <br />but hoped it would be located as close to the Valento house as <br />possible. Mrs. Kostecki also indicated that she would prefer <br />the road located as close to the Valento home as possible. <br />Blesener indicated that the road would be moved 10 feet at most. <br />Page -15- <br />
