MINUTES <br />City Council <br />April 22, 1987 <br />Slumberland The City Engineer noted that his April 8, 1987 letter addressed <br />(Cont.) the subject of utilities. The Engineer also reported that <br />benefited properties will pay the cost of bringing the utilities <br />in. <br />Fahey suggested that when utilities are routed to the Slumberland <br />property, the Gardner Bros. property be taken into consideration. <br />Mr. Fahey requested that Mr. Lee give the City a copy of the soil <br />borings he had done on his property as the City is looking into <br />the potential of a recreational facility in this area. <br />Lee was agreeable. <br />Lee reported that the Slumberland building was located where it is <br />due to bad soils which were discovered on the southwest corner of <br />the property. Lee pointed out that he is asking for no variances <br />in his proposal. <br />Scalze noted that there will be no park dedication for this property <br />as there is no subdivision involved. <br />Lee reported that he will be in for a subdivision in the future, <br />as for financing purposes they plan to not have any mortgage on <br />the east portion of the property. Therefore, the Park Commission <br />will want to review the proposal. <br />Lee also reported that they will be asking for tax increment <br />financing on the proposal, however, do not want concept approval <br />tied to the tax increment financing issue. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 87-4-162 - GRANTING CONCEPT <br />SITE PLAN APPROVAL TO THE SLUMBERLAND PROPOSAL <br />AS SUBMITED BY LARRY LEE SUBJECT TO THE <br />RECOMMENDATIONS OF THE CITY PLANNER AND WITH THE <br />STIPULATION THAT WHEN UTILITIES ARE PLANNED FOR <br />THE AREA, THE GARDNER BROS. PROPERTY BE TAKEN <br />INTO CONSIDERATION <br />The foregoing resolution was duly seconded by Mrs. Scalze. <br />Ayes (5) Blesener, Scalze, fahey, Collova, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 17, Page 176. <br />Lee asked if the Council needed to consider signage for the <br />building and reported that the proposed signage meets Code <br />requirements. <br />Fahey reported that City staff and the Planner could handle signage. <br />Page -19- <br />
