MINUTES <br />City Council <br />April 22, 1987 <br />Soo Lane Mr. Greg Deeb appeared before the Council on the issue of the <br />improvement of Soo Lane. Deeb reported that he has obtained <br />Agenda prices for a 30-foot wide road and stated that he was opposed to <br />Item No. 14 a 60-foot wide road as has been previously discussed. The 30-foot <br />wide road would consist of 6 inches of Class 5 material and 3 inches <br />of blacktop. <br />The Engineer commented that these specifications meet the standards <br />for a 7-ton road. A 9-ton road would consist of 12 inches of gravel <br />and 5 inches of blacktop. The Engineer pointed out that the City <br />always discussed a 30-foot wide road and never a 60-foot wide road <br />for this area. The right-of-way that would be needed would be 50 <br />feet wide, and this is necessary so that if watermain is installed <br />in the future, it could be installed in the right-of-way without <br />tearing up the road. <br />Deeb asked if the Council were willing to allow blacktop curb rather <br />than concrete curb and gutter. <br />Fahey asked if the standards for a 9-ton road should be met which <br />include concrete curb and gutter. <br />Donovan Construction pointed out that the road will probably never <br />be extended to Woodlyn Avenue. <br />Fahey asked if it would be possible to install 12 inches of gravel <br />at this time and 3 inches of blacktop and should the road ever be <br />extended to Woodlyn, it could be upgraded to 9-ton without tearing <br />up the road. <br />Deeb also indicated that he and Donovan Construction would put in <br />water at this time. <br />Fahey asked if blacktop curbs could be installed as an interim measure <br />until such time as the road were upgraded to 9-ton. <br />Council was agreeable to these suggestions provided that they meet <br />the approval of the City Engineer. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 87-4-164 - APPROVING THE <br />IMPROVEMENT OF S00 LANE AS A 7-TON ROAD <br />SUBJECT TO TNE INSTALLATION OF 12-INCHES OF <br />GRAVEL BASE AND 3 INCHES OF BLACKTOP AND <br />BLACKTOP CURBS SUBJECT TO FINAL REVIEW AND <br />APPROVAL BY THE CITY ENGINEER WITH THE <br />STIPULATION THAT IF THE ROAD IS EVER IMPROVED <br />THROUGH TO t~d00DLYN AVENUE THAT IT BE UPGRADED <br />TO A 9-TON ROAD WITH THE PROPERTY OWNERS BETNG <br />REQUIRED TO SIGN A DEVELOPER'S AGREEMENT TO TNIS <br />EFFECT, AND SUBJECT TO A 50-FOOT ROAD EASEMENT <br />BEING OBTAINED WITH THE PROVISION THAT THE ROAD <br />MAT WILL BE HELD TOWARDS THE RAILROAD PROPERTY <br />Page -21- <br />
