The <br />City should pursue development and not just be reactive to development. <br />Lee asked what success Vadnais Heights has had with their economic <br />development program. <br />Maroney replied that in the last year Vadnais Heights has had $15.4 <br />million of development on 17 projects. <br />Ken Flugg asked the cost of marketing. <br />Maroney replied that his firm charges $12 per contact. <br />Fahey stated that the whole concept is in the infancy stage and he <br />did not want to commit to more than the City needed to. Fahey felt <br />that the City was in need of prospecting and follow-ups. <br />Chris Mahai felt that the City needed to set some objectives first <br />and then a proposal should be developed to carry out the objectives. <br />Mahai felt that prospecting was only successful when it is very <br />focused. <br />Fasciana felt that the objective was to develop vacant land with <br />quality development. <br />Larry Lee felt this could be done with ordinances. <br />Mahai felt that this was too loose to be an objective. <br />Flugg felt that the objective was to get concrete buildings, no matter <br />what the business occupying the building was. <br />Maroney felt that some focusing sessions should be held to determine <br />these issues. Maroney stated that this could be done on an hourly basis, <br />or for a flat fee. <br />Fahey agreed. <br />Blesener felt that the first issue was any development should be a <br />quality one, secondly, the City had to look at the vacant land it <br />had, and thirdly the City had to consider redevelopment. <br />Maroney again stated that the City should have a focusing session <br />to set goals and objectives and h9aroney indicated that he would <br />draw up an outline of this process and a cost proposal. <br />Lee pointed out that a major obstacle to the City was its image of <br />high taxes. <br />Council discussed this and pointed out that this situation should <br />change in the next few years. <br />Page -10- <br />
