MINUTFS <br />City Council <br />D1ay 12 , 1987 <br />Fahey also pointed out that if the City purchases land in this area <br />for a recreational facility, the City is not interested in paying <br />industrial prices for land that cannot be developed as such. Fahey <br />indicated that if the City decides to proceed with such a purchase, <br />the City would have soil borings done to determine the value of the <br />property. <br />A property owner asked if Allen Street will be improved. <br />Fahey replied that this depends on how the area develops. Scalze <br />also pointed out that it depends on whether or not the soils can <br />support a road. <br />Fahey noted that if a park is developed in the area, the City would <br />want to channel traffic onto Centerville Road versus Desoto or Allen. <br />Scalze asked if soil tests were done when sewer and water were <br />put through along Allen. <br />The Engineer replied that they were not, but that the trench was <br />stabilized with rock. <br />Scalze asked the Engineer's opinion for extending Allen. <br />The Engineer replied that the road could be improved with the <br />installation of two to three feet of sand under the road. <br />Gene Fasciana pointed out the development that was done along Country <br />Drive with the poor soils in that area. <br />Frank Frattalone agreed that the soils in this area would not support <br />a 6,000 load footing, but felt that a 2,000 pound footing was <br />feasible and one-story construction possible. <br />Mr. Owen Hyland disputed the indication that there were poor soils in <br />the entire area. Hyland reported that the area near Desoto was <br />heavier soils. <br />Fahey reported that the purpose of the meeting was to inform the <br />property owners of the indication of poor soils and determine if <br />they were interested in studying the area for the purpose of rezoning. <br />The Council also wanted the input of the property owners with regard <br />to a 25 to 30 acre recreational facility in this area. <br />Miss Costa asked if the holding pond in the area would stay open. <br />Fahey replied that it would and noted that the area is zoned industrial <br />and the pond would be constructed within the City's Code requirements. <br />Fahey asked the property owners' feelings with regard to studying the <br />area. <br />Page -3- <br />
