MINUTES <br />City Council <br />May 12, 1987 <br />Hyland felt that the City should proceed with soil tests to determine <br />what kind of soils are in the area. <br />Gene Fasciana felt that soil tests would indicate good soils however, <br />was not opposed to the City's proceeding. ' <br />Fahey noted that the property owners in the area are confident that <br />their land can be developed as industrial property. Fahey noted that <br />if soil tests are done and the soils are found to be poor, the City <br />will not be looking at purchasing property in this area for $30,000 <br />per acre, but a substantially lower price, <br />Fasciana noted that if the soils are found to be good, the City will <br />either have to pay the industrial price, or not purchase property in <br />this area. <br />Collova noted that if the City has to condemn property, the City would <br />still be required to pay market value of the property. <br />Scalze reported that the City would try to locate a recreational <br />facility on poorer soils. <br />Blesener asked how much soil borings would cost the City. <br />Collova reported that he obtained quotes from two testing companies <br />and 6 test holesat 50 feet deep would cost about $3,500. If the holes <br />were not as deep, additional holes could be dug within the same price. <br />Bill Stenger, Jr. expressed concern with the amount of traffic in the <br />area and felt that a freeway entrance was needed on Edgerton. <br />Fahey noted that a recreational facility would generate additional <br />traffic in a much shorter period of time than industrial development, <br />and also noted that the use of a recreational facility would be <br />seasonal. <br />The Engineer pointed out that the State has indicated that the <br />location of an entrance at Edgerton would be too close to existing <br />interchanges, and therefore not feasible. The Engineer also estimated <br />that within the next 2 to 3 years Vadnais Heights would be adding <br />another outlet in the area of County Road E. <br />Fahey asked which property owners were opposed to the consideration <br />of their property for a recreational facility. It appeared that <br />Dave Frattalone, Owen Hyland, and Jerry Butler indicated opposition. <br />Costa questioned the need for a 25 to 30 acre recreational facility <br />with the City's recent purchase of the Johnson prooerty and consideration <br />of purchase of the Mosted property as well as Spooner Park. <br />Page -4- <br />
