MINUTES
City Council
May 12, 1987
Fahey reported that the City's economic development committee has
been discussing the idea of setting up a non-profit community
development corporation to assist in the development and redevelopment
of certain areas in the City.
Maroney outlined the history of the Business Development Services
as well as the various communities and states that Qusiness Development
Services operates in.
Plaroney reported that his firm has been asked to submit a proposal
for services to establish an economic development organization
or corporation and recommend which of these organizations would be .
best established in the City. Maroney reported that this recommendation
would depend on the use of the organization and the need for
development in the community and the types of projects that the
community is looking for. The firm would also assist in drafting
of By-Laws, Articles of Incorporation and/or an ordinance depending
on the organization that was established. Then the firm would look
at ways to fund the organization.
Fahey noted that the proposal contained a cost of $3,500 for the
initial set-up of the organization and recommendation on funding
and the process would take about 90 days. Fahe.y asked if the firm
would assist in identifyina appropriate Board mer~bers.
Maroney replied that they would help identify the types of professionals
rather than the people themselves.
Fahey asked about the proposal for on-going staffing services at a
monthly retainer of $750 per month.
Maroney reported that in a neighboring city they provide such service
which includes providing guidance and communication to the City
staff and board members. They also keep the board and City apprised
of legislative changes.
Fahey asked if Business Development Services would be willing to
consider providing such service on an hourly basis rather than an
month retainer.
Maroney replied that they U~ould depending on the type of activity
and projects.
Fahey pointed out that since Mr. Butler has development plans for the
majority of the Centerville Road area, there is not much undeveloped
property left to consider.
Scalze pointed out that there was additional undeveloped property on
the other side of the freeway.
Page -7-
