MINUTES <br />City Council <br />May 13, 1987 <br />Personnel On page 8, LaValle felt that the provision providing that misuse <br />Ordinance of sick leave shall be groundsfor immediate dismissal was excessive, <br />(Cont.) felt that this provision should provide for disciplinary action or <br />immediate dismissal. <br />Fahey disagreed and felt that the ordinance should be clear in <br />this regard and noted that the Council had the option of taking <br />disciplinary action rather than dismissing an employee. Fahey <br />indicated that misuse of sick leave, such as claiming sick leave <br />when physically fit, was a theft from the employer. <br />It was the concensus of the Council that this provision shall remain <br />as is. <br />LaValle indicated that in item I. the provision for use of <br />compensatory time should be added. <br />Council agreed. <br />On page 9 Section 209.180, LaValle suggested this Section be deleted <br />as it is not enforceable. Council agreed. <br />On page 10, item 6, Fahey suggested the phrase "subject to appropriate <br />State law" be added. <br />The City Attorney suggested that he review this item and insert <br />whatever wording appropriate. <br />On page 11, LaValle suggested. that item 15 be removed as it u~as not <br />legal. <br />Fahey disagreed and felt that some political activity on the part <br />of employees could be a conflict of interest. <br />Council discussed this with regards to Section 209.210, paragraphs <br />B and C and felt that the City Attorney should review these two <br />paragraphs and make any changes he deems appropriate. <br />LaValle also noted that he is proposing that the ordinance be amended <br />to include that permanent employees can use 2 days of their annual <br />sick leave in hourly increments for doctor or dentist appointments. <br />This was previously discussed and agreed to by Council. <br />Copy LaValle reported that the City Clerk has been looking into various <br />P4achines copy machines and is recommending that the City enter into a 3-year <br />lease for a Sharp copy machine with the D. C. Hey Company. The <br />Agenda current copy machine would also be retained. <br />Item No. 19b <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />Page -20- <br />
