MINUTES
City Council
May 13, 1987
Personnel On page 8, LaValle felt that the provision providing that misuse
Ordinance of sick leave shall be groundsfor immediate dismissal was excessive,
(Cont.) felt that this provision should provide for disciplinary action or
immediate dismissal.
Fahey disagreed and felt that the ordinance should be clear in
this regard and noted that the Council had the option of taking
disciplinary action rather than dismissing an employee. Fahey
indicated that misuse of sick leave, such as claiming sick leave
when physically fit, was a theft from the employer.
It was the concensus of the Council that this provision shall remain
as is.
LaValle indicated that in item I. the provision for use of
compensatory time should be added.
Council agreed.
On page 9 Section 209.180, LaValle suggested this Section be deleted
as it is not enforceable. Council agreed.
On page 10, item 6, Fahey suggested the phrase "subject to appropriate
State law" be added.
The City Attorney suggested that he review this item and insert
whatever wording appropriate.
On page 11, LaValle suggested. that item 15 be removed as it u~as not
legal.
Fahey disagreed and felt that some political activity on the part
of employees could be a conflict of interest.
Council discussed this with regards to Section 209.210, paragraphs
B and C and felt that the City Attorney should review these two
paragraphs and make any changes he deems appropriate.
LaValle also noted that he is proposing that the ordinance be amended
to include that permanent employees can use 2 days of their annual
sick leave in hourly increments for doctor or dentist appointments.
This was previously discussed and agreed to by Council.
Copy LaValle reported that the City Clerk has been looking into various
P4achines copy machines and is recommending that the City enter into a 3-year
lease for a Sharp copy machine with the D. C. Hey Company. The
Agenda current copy machine would also be retained.
Item No. 19b
Mr. LaValle introduced the following resolution and moved its adoption:
Page -20-
