MINUTES <br />City Council <br />May 13, 19H7 <br />Demont <br />Improvement <br />(Cont.) <br />Personnel <br />Ordinance <br />Agenda <br />Item No. 19a <br />P1r. ~lesener introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 87-5-215 - APPROVING THE PLANS <br />A~lD SPECIFICATIONS AS SUBMITTED BY THE CITY <br />ENGINEER FOR THE DEMONT STREET IMPROVEMENT <br />AND AUTHORIZIPJG THE ENGINEER TO CALL FOR BIDS <br />FOR THIS PROJECT <br />The foregoing resolution was duly seconded by Mr. Fahey. <br />Ayes (5) Blesener, Collova, Fahey, Scalze, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 17, Page 233. <br />Council began review of the personnel ordinance. LaValle suggested <br />that on page 1 of the current Ordinance ~lo. 212, the phrase "Regular <br />Employee" be changed to "Permanent Employee". Council was agreeable <br />to this change. <br />Council then discussed 209.090 Overtime as outlined on page 4 of the <br />ordinance. It was pointed out that the City previously determined <br />the overtime status of exempt employees on a case-by-case basis. <br />Council then discussed in detail compensatory time and if employees <br />should be allowed to accrue a piggy-bank of compensatory time which <br />can be carried over from year-to-year. It was determined by the <br />Council that a cap of 48 hours should be placed on the amount of <br />compensatory time that can be accumulated. <br />The City Attorney was instructed to research the area of compensatory <br />time. <br />On page 5, LaValle noted that he added P4artin Luther King's Day <br />under legal holidays observed by full-time employees. Council <br />agreed. <br />The City Clerk noted that the Day After Thanksgiving has been <br />included as a legal holiday for employees in exchange for Columbus <br />Day. <br />On page 7, LaValle indicated that he felt the provision for accumulating <br />additional vacation or sick leave for up to 6 months while an employee <br />is receiving worker's compensation benefits was excessive and should <br />be changed to 3 months. <br />Fahey noted that this provision was included to coincide with the <br />employee's cap of 120 daysfor accumulating sick leave. It was <br />the concensus of the Council to retain the 6-month provision. <br />Page -19- <br />
