MINUTES <br />City Council <br />P4ay 13, 1987 <br />Twin Lake Fahey noted that there are other properties in the City in need of <br />Trail (Cont.) this fill, such as the Johnson/Mosted property. <br />Bergeron also reported that the property owners on Twin Lake Trail <br />are concerned about security on this street due to the exposure to <br />the highway. <br />Scalze stated that she was not opposed to fill being provided in this <br />area if the property owners are willing to assist in the landscaping <br />of the area. <br />Fahey stated that he was reluctant to rely on the adjacent property <br />owners to do the landscape work and felt if the City proceeds with <br />the project, it should be done by a contractor and the cost assessed <br />against th~ property owners. Fahey noted that if the fill is not <br />landscaped, rains could wash the fill away and create a problem. <br />Bergeron stated that the property owners are willing to assist in <br />the planting of trees and shrubs, but did not feel they would want <br />to take on the actual construction of the berm. <br />Fahey asked if the property owners were seeking City financing to <br />pay for the project. <br />Howard Romanowski, property owner on Twin Lake Trail, noted the <br />violations of State law with regard to noise levels. <br />Fahey felt that these violations were caused by the State, and the <br />City should not participate in the cost of the berm construction, <br />other than providing excess fill materials, for a problem that is <br />caused by the State's highway. Fahey stated that he would only be <br />comfortable with the project, if the work was done by a contractor. <br />Romanowski stated that the residents are requesting City assistance <br />to get the State to respond to the problem, and suggested that the <br />State should participate in the cost of the construction of a berm. <br />Fahey suggested that the City approach the State and inform them <br />that the City will provide the fill and request that the State do <br />the grading and provide the plantings. <br />Council discussed the fact that the Little Canada bridge pro,ject would <br />not be completed for a couple of years, and felt that any excess <br />material would ha~~e to come from the Demont Street improvement. <br />Collova felt that the City should ask the State Por a recommendation <br />on the height of the berm. <br />Fahey pointed out that the State has already provided a plan for <br />the berm. <br />Page -4- <br />
