P1INUTES
City Council
May 27, 1987
Bingo Benson replied that this was his reasoning. Benson also commented
(Cont.) that he did not have a. problem with Mr. LaValle voting on any motion
made by the Council.
Blesener reported that he was the other Councilperson Bob Mattson
spoke with regarding the interest of a Roseville youth group
in operating bingo in Little Canada. Blesener suggested also that
Plattson discuss this with the Little Canada Recreation Association.
Scalze reported that she received a call from Mattson as well, but
did not give any indication on how she felt and suggested that the matter
should be addressed before the entire Council.
Betty Strohbeen reported that she contacted Mr. LaValle on behalf of
the Lake Owasso Children's Home to request he speak to their groun
about bingo. Strohbeen reported that the group is trying to raise
funds to build group homes. Strohbeen reported that LaValle never
made any suggestions that Lake Owasso Children's Home go into anything.
Blesener asked if profits from the concenssions would go to the
charities or towards the cost of running the Hall.
4lylie replied that these monies ~~iould go back to the charities or to
reduce the overhead that the charities would have to pay. Wylie
reported that after June l, it is their proposal that LCCa become
simply a pass-through organization for rent, taxes, maintenance
and insurance. ~rlylie reported that for the past year LCCB has
provided maintenance and the individual charities were not charged
for maintenance. Also, under the trusteeship, Nardini would not
provide administrators, and pointed out that the State doesn't want
this and neither do the charities.
Fahey commented that after hearing all the input tonight, the situation
is no less confusing that it was. Fahey was concerned with the
new layer proposed in the form of a trusteeship, and that he was not
comfortable with the set-up and felt the licenses should be denied.
After June 1, Servants of Mary and St. Joseph's would be free to
apply again on an individual basis.
Fahey pointed out that Servants of Mary and St. Joseph's are currently
a part of the Hall Association, and felt that their licenses should
be denied at this point with the rest of the charities to make a
clean break from LCCB. Fahey felt that individual leases with the
landlord will provide the City more control and his interest was
in protecting the City and policing the operation.
The Clerk asked what will happen to LCCB's assets if the licenses are
denied.
Fahey replied that that is for the charities to determine.
Page -26-
