MINUTES <br />City Council <br />May 27, 1987 <br />Capital Fahey questioned if the ordinance being proposed by the City of <br />View (Cont:) Roseville is enforceable in a court of law. Fahey did not feel the <br />City could require the School District to give it land as a condition <br />of the sale of property. Fahey felt that if the City wants somethin~, <br />it should convince the School District why it should have it, and <br />not because it is holding a gun to their heads. <br />Scalze reported that she had a problem with Fahey meeting with Mr. <br />Worner and negotiating. <br />Fahey replied that he will talk with 6Jorner, but realizes he cannot <br />bind the Council to anything. Fahey stated that he would like to <br />know if the majority of the Council is interested in retaining the <br />outside area or a portion of the insi~e area at Capital View. Fahey <br />stated that he thinks the City may be faced ~dith a proposal to <br />participate in retaining these facilities. <br />Scalze stated that she would like to retain these facilities just as <br />P,oseville has done with Fairview. <br />Fahey felt that the City should participate in retaining the outside <br />recreational facilities. <br />Blesener felt that the recreational facilities should be retained, <br />but that the City should deal w~th the School District up front. <br />Blesener did not want to see the City have to bu.y these facilities. <br />Blesener also pointed out that there is a need for gym space in the <br />City. Blesener pointed out that there is a gym at Kellogg. <br />Scalze pointed out that both junior high and senior high sports will <br />be held at Kellogg as there is no room at Ramsey. <br />Collova did not feel the School district will want to lose the <br />outside space at Caoital View. <br />Fahey reported that the School District has indicated that there is <br />no need. for this space beyond three to five years. <br />Scalze suggested that perhaps the Planner should meet with the Mayor <br />an~ Mr. Worner, as Roseville had numerous representatives meeting <br />with the School District. <br />Fahey pointed out that he ~~ill meet with the School District as P4ayor <br />and realized that he was only one vote. If he feels further meetings <br />are necessary, he will suggest the School District and Council hold <br />a workshop meeting. <br />The Planner pointed out that Roseville has dropped their proposal <br />to require property dedication from the School District. <br />page -35- <br />
