MINUTES <br />City Council <br />June 10, 1987 <br />Bingo a one-year lease. Mr. Short has informed his clients that if they <br />(Cont.) do not chose to reapply for a license, they would be out of the <br />lease. However, Qenson advised his clients that they probably had <br />the duty to reapply. Benson felt the lease was actually a year's <br />lease, with the rate locked in at 5 years. <br />Fahey pointed out the City's requirement for a certified audit at <br />the end of each year ~ahich would indicate whether or not a charity <br />was in compliance. Fahey felt the point was valid that the lease <br />was annually renewable by virtue of relicensing. <br />Benson stated that he would like to reply to the discussion regarding <br />the admission charge previously charged by LCCB and the taxes due <br />on these funds. <br />The Council felt that the point did not need to be pursued and everyone <br />understood this issue. <br />P4rs. Scalze asked if the Lake Owasso Children's Home meet the requirements <br />of the City's policy statement and how it benefited the City prior to <br />May of 1986. <br />Representatives of the lake Owasso Children's Nome were not prepared <br />to answer these questions at this time, and asked that their license <br />application be tabled until June 24th when they would make a formal <br />presentation to the Council. <br />Mr. LaValle felt that the Council should take action to approve the <br />license applications for Servants of P~ary and St. Joseph's Society <br />based on submission of a formal rotation agreement and an agreement <br />that the games operated by the charities would be similar. Council <br />felt this information should be submitted prior to the June 24th Council <br />meeting. <br />Benson felt that the most equitable way to set up a rotation schedule <br />would be to review the past year's experience and base the schedule on <br />that information. <br />Benson reported that the State Gambling Control Board has requested <br />a couple of things from his charities prior to their June 29th meeting. <br />These are an agreement from LCCB that their lease as it stands is not <br />in effect, and that the Council waive the 30-day veto period. <br />Fahey felt that before the 30-day veto period is waived, the Council <br />should have a formal rotation agreement. Fahey suggested that when <br />that information is available, the Council could hold a special <br />meeting. <br />Scalze pointed out that there will be other charities making application. <br />Page -8- <br />
