MINUTES <br />City Council <br />June 24, 1987 <br />Demont <br />Street <br />Improvement <br />Ayenda <br />Addition <br />The Engineer reported that the City received ~ bids for the <br />improvement of Demont, the low bid being $743,284.93 and the high <br />bid being over $980,~00. The Engineer reported that the low bid <br />is $40,000 below his estimate. The Engineer recommended that the <br />low bid of Frattalone Excavating be accepted and awarded. <br />LaValle asked if the excess dirt from this project would be used <br />to construct a berm along Twin Lake Trail. <br />The Engineer reported that he has reviewed the area and does not <br />think there is adequate area to construct a berm. The berm would <br />have to be at least 20 feet high and there may not be room to slope <br />the berm without constructing retaining walls. <br />LaValle pointed out that the plan for the berm was drawn up by the <br />State Highway Department. <br />The Engineer stated that it was not actually a plan, but rather a <br />sketch of the area the berm would cover. The Engineer also reported <br />that he talked to the State which indicated that the berm would have <br />to be high enough to be over the smoke stacks of the semis traveling <br />the freeway. However, the Engineer stated that he would make a full <br />report on the matter at the next meeting. <br />LaValle asked if the contract with Frattalone Excavating would address <br />excess materials. <br />The Engineer replied that it did and the City can direct fill to go <br />to certain areas in the City. <br />Frattalone agreed that the contract did cover the City if it wanted <br />the excess materials, however, Frattalone indicated that he had a <br />place for these materials and would like to have the excess dirt. <br />Fahey suggested that at the meeting the Engineer reports on the berm, <br />the property owners on Twin Lake Trail be notified of the meeting so <br />they will have an opportunity to address the Council. <br />Scalze agreed. <br />Fahey suggested that excess material may be needed on the Johnson/ <br />Plostad property. <br />Scalze felt it premature to do any filling of this property at this time. <br />LaValle suggested that the City apply for the permit from the State to <br />construct the berm and begin that process at least. <br />The Engineer thought the State may require plans prior to issuance of <br />a permit. <br />Council felt that the permit should be applied for at this time. <br />Page -21- <br />
