MINUTES <br />City Council <br />June 24, 1987 <br />Day Care The Planner reported that there has been interest expressed by a <br />Centers property owner in developing his property on County Road B with a <br />(Cont.) day care center facility. The Planner reported that the trend is <br />to locate such centers in commercial districts, and the City's <br />Zoning Ordinance needs to be amended to permit this. <br />Blesener agreed that day care centers operated as a major business <br />belong in commercial districts rather than residential. <br />Mr. Blesener introduced the following ordinance and moved its adoption: <br />ORDINANCE N0. 285 - AMENDI~JC, THE LITTLE <br />CANADA ZONING ORDINANCE SECTIONS 910, Q11, <br />912, 913, 914 AND 918 BY ADDING GROUP DAY <br />CARE AS A CONDITIO~IAL USE TO BUSINESS AND <br />INDUSTRIAL DISTRICTS <br />The foregoing ordinance was duly seconded by Mrs. Scalze. <br />Ayes (5) Blesener, Scalze, Collova, LaValle, Fahey. <br />Nays (0). <br />Ordinance declared adopted. <br />Imp. Plo. Mr. Fahey opened the public hearing to consider the improvement of <br />87-8 Section 5 industrial area and Centerville Road by watermain, sanitary <br />sewer, storm sewer and ponding, identified as Improvement ~Jo. 87-8. <br />Agenda Fahey reported that Larry Lee, developer of the Slumberland site, was <br />Item Mo. 6 not able to attend tonight's meeting, but has indicated that he is <br />in favor of the improvement. <br />The City Engineer appeared before the Council and described the <br />property involved in the improvement as well as the route that the <br />utilities would take through this property. The Engineer reported <br />that he is proposing that assessments be made on an acreage basis <br />in this case rather than on a front footage basis. <br />The Engineer also reported that storm sewer will be on the Slumberland <br />site as well as ponding, and this portion of the improvement will be <br />paid for completely by that property. <br />The Engineer reported that the total cost of the project is $187,237, <br />and estimated sewer assessment per acre at $2,895 and watermain <br />assessment per acre at $3,430 per acre. The Engineer reported that <br />the properties bordering on Allen Avenue ~aill not be assessed as they <br />are already served by sewer. <br />The Engineer reported that he has included the property under the <br />NSP easement in that property to be assessed. <br />Fahey asked if there was anyone from the general public wishing to <br />address the Council on Imp.
