PIINUTES <br />City Council <br />June 24, 1987 <br />Imp. No. Mike Delex, representing Gardner Bros. Construction, reported that <br />87-8 they own the property under the NSP power lines and, questioned the <br />(Cont.) proposal to assess this property as it is limited in use. However, <br />other than that concern,Gardner Bros. Construction was in favor of <br />the improvement. <br />The Engineer agreed that the property under the power lines was a <br />problem and pointed out, however, that the property was not totally <br />useless and could be used to meet parking requirements, as a buffer <br />zone, for ponding, etc. The Engineer suggested that perhaps a <br />reduced assessment for this property should be considered, and reported <br />that this could be worked out at the assessment hearing. <br />P1r. Bill Stenger, Sr. appeared before the Council expressing concern <br />about the drainage problem in the area and pointed out that in the <br />last 10 years there have been two major floods in this area. Stenger <br />described the floods and the effect it had on surrounding properties. <br />Stenger was concerned that with increased development in the area, <br />the drainage problem would increase. Stenger also pointed out that <br />the culvert under the road which directs water under 35E is undersized, <br />and reported that the City Engineer informed him that this culvert has <br />never been accepted by the City. <br />The City Engineer reported that Centerville Road is a County road <br />and the City has no jurisdiction over this culvert. Ho~vever, the <br />Engineer pointed out that the City recently replaced much of the <br />culvert to help improve the drainage of the area. <br />Stenger felt there was still not adequate drainage in the area, and <br />with increased paving, the problem would increase. <br />The Engineer pointed out that there will be a large ponding area <br />provided on the Slumberland site. Also, when the property to the <br />south develops, ponding will be required in that area as well. <br />These ponding areas will be designed to handle a 100-year storm. <br />alesener pointed out that the Stenger building is located below the <br />road. <br />The Engineer reported that the City is using the criteria of the <br />Watershed District in reviewing drainage plans for development in <br />the area. This criteria is more restrictive than that of the <br />Highway Department. <br />Stenger stated that he wanted to go on record regarding the drainage <br />problem and hoped that the flooding that occured in the past does not <br />happen again. <br />Pete Costa, property owner in the area, asked who will be responsible <br />for maintenance of the ponds. <br />The Engineer replied that the City will be responsible for cleaning <br />and maintaining ponds. <br />Page -5- <br />
