P1INUTES <br />City Council <br />June 30, 1987 <br />Fahey asked if the School District was interested in exploring <br />alternatives that would make it feasible for the School District <br />to retain the Capital View building. <br />Dr. 6dorner replied that the School District is interested in discussing <br />options and reported that the status of the building has not changed in <br />the past three months. blorner indicated that from his perspective, the <br />building will be closed come September 1, and the School District has <br />no tenants for the building. <br />!~lorner also outlined the current use of the Parkview building and <br />reported that the building is no~v 80% leased and will be cost-effective <br />shortly. However, it was noted that there is a great deal of common <br />areas in school buildings, such as pools, gymnasiums, cafeterias which <br />cannot be leased. <br />Fahey asked what amount of area would need to be leased in the Capital <br />View building to make it cost effective. <br />Klassen estimated that 80% of the classroom area would need to be leased, <br />with there being approximately 50 classrooms in the building. <br />Worner pointed out that the School District if facility rich and <br />pointed out that the district has enough facilities for an additional <br />5,000 students if the Lexington, Lake Owasso and three middle school <br />buildings were included. The District also has vacant land. Worner <br />reported that to retain Capital View and Parkview for K-12 would <br />cost $500,000 for utjlities, custodial services, administration, etc. <br />By closing these two buildings and reconsolidating students, the <br />School District saves $500,000. <br />k~orner pointed out that elementary enrollment is increasing, with <br />children housed adequately for this year, but each year the problem <br />becomes bigger. 4lorner reported that he has recommended to the School <br />Board as part of reorganization the need for an addition to the Little <br />Canada Elementary School. However, the School District does not have <br />the money nor does it feel it can levy to pay for this addition. It <br />is thought that the cost of the addition would be paid for by the sale of <br />a facility. <br />Worner stated that the District was willing to work out the cost- <br />effectiveness of Capital View, but the long-term problem is the <br />need for elementary school space, unless classroom sizes are increased. <br />idorner stated that he recommended not putting Lexington back in <br />service as the cost of refurbishing would be more than the cost of <br />adding on to Little Canada School. <br />Worner stated that he will have a proposal for the School Board ready <br />by next week that will lay out the issues at stake, but before the <br />District can proceed it needs clearer direction from the School 9oard. <br />Worner reported that the School district has interested buyers in the <br />Capital View site, but the District has not negotiated. <br />Page -2- <br />
