MINUTES <br />City Council <br />June 30, 1987 <br />Fahey asked the cost of the addition proposed to the Little Canada <br />School. <br />Borg replied that the cost of adding 10 to 16 classrooms, a gym, <br />some conference or music rooms and specia1 education space is <br />estimated at roughly $2 million. <br />Scalze asked if the School District has discussed putting sixth graders <br />at Capital View. <br />Klassen noted that it will cost $250,000 to operate the Capital View <br />building. Klassen noted that Capital Community Services were interested <br />in leasing a portion of Capital View, but now does not have the money <br />to do so. Klassen described the previous community centers that the <br />district has operated and the Federal funding that was previously <br />available to get such centers started. <br />Scalze pointed out that it is difficult for many seniors on this side <br />of the district to utilize the community center at Fairview. Scalze <br />stated that the City would like to see a satellite senior program <br />established at Capital View to serve the City as well as eastern <br />Roseville and Maplewood. <br />Fahey noted that making buildings cost effective will not solve the <br />District's need for cash. <br />Borg pointed out the elementary space crunch that is coming and which <br />cannot be resolved until a building or property is sold. <br />Ulorner pointed out it made more sense for the District to close two <br />schools and consolidate thus realizing a significant cost savings in <br />utilities, services, etc. Worner also reported that the District has <br />discussed locating a district-wide kindergarten and combining it with <br />early childhood education, pre-school, etc.in one facility which they <br />felt made more sense than locating 6th grade in Capital View for instance. <br />Scalze suggested day care as a possible tenant of the Capital View <br />site. <br />Worner pointed out a new day care center was just built on County Road B-2. <br />Klassen reported that there has been some interest on the part of the <br />Children's Home Society to expand their present facility in Fairview. <br />LaValle asked why only non-profit organizations are located in Fairview. <br />Borg replied that then the School District does not have to pay property <br />taxes. <br />Worner stated that the District would be willing to look at both <br />profit and non-profit tenants for Capital View. <br />Page -3- <br />
