PIINUTES <br />City Council <br />June 30, 1987 <br />tax dollarsgenerated would need to be considered. <br />Klassen suggested the possibility of a commercial firm leasing a <br />portion of the building, with the remaining portion retained by <br />the School District. <br />Council discussed the feasibility of subdividing the building, pointing <br />out that this has been done at the Old Little Canada School Building. <br />Larry Lee indicated that it was possible to do so under condominium <br />or cooperative law. <br />Borg pointed out that this has been done at another building owned <br />by the district, where a cable TV firm has leasedthe building for <br />10 years and the building was put back on the tax rolls. However, <br />the groundsand recreation facilities are not being taxed and are <br />being used by the city and School District. <br />Worner stated that they found no reluctance on the part of Globe <br />Business College to allow the use of the gym and pool and outdoor <br />grounds by the School District and City. <br />Fahey stated that he would have no problem with this if a long-term <br />lease were worked out. <br />Worner stated that at this point he does not have clear direction from <br />the School Board. <br />Blesener indicated that there are long-term issues to be looked at <br />and facility planning that is not complete. <br />Fahey felt that the next step was for the School Board to study the <br />issues and give administration some direction. Fahey asked that the <br />School Board consider the willingness of the City to work with them <br />on the Capital View facility. <br />Pat Pelstring stated that the School District's prime interest is <br />fiscal responsibility and the community is interested in preserving <br />a facility with attractive recreational facilities. Pelstring stated <br />that he saw this as a conflict because the sale or lease of a <br />portion of the building in order to retain another portion of the <br />facility can damage the potential to generate capital out of the <br />situation. <br />Pelstring also reported that his firm can assist in economic <br />development, in private and public financing, and also has a <br />small real estate firm that can assist in real estate activities. <br />Pelstring reported thatr~arketingis most successful in a targeted <br />approach and it would be important to take into account the uniqueness <br />of the facility and try to turn this to an advantage. Pelstring felt <br />that the right type of users were ones who were interdependent upon <br />qe another. Initially Pelstrinq felt that the School District and <br />~ity needed to get toge~her and identify needs and come up with a plan. <br />Page -5- <br />
