MINUTFS <br />City Council <br />June 30, 1987 <br />Klassen stated that this was the approach used with Fariview in that <br />non-profit organizations that were dependent upon one another were <br />located in the community center. <br />4!orner stated that he would prepare a report outlining the issues and <br />options for the School Board. 4lorner pointed out that the School <br />Board is not unanymous that Capital View should be marketed. However, <br />the bottom line is that elementary space is a problem that will be <br />upon the School District shortly. <br />Worner reported that he will present his report to the School 6oard, <br />who in turn may request further information such as enrollment <br />projections, demographics, etc. This information will then be <br />gathered and hopefully a study session can be held before the end <br />of July. <br />Fahey asked if Capital View is not sold if the building would sit idle. <br />Worner replied that if Capital View is not sold, the School District <br />would attempt to lease the building. <br />Klassen reported that community education programs for the fall are <br />being planned with the idea that Capital View will not be available. <br />Klassen reported that there may be an interest by the PJational Guard <br />in the Capital View facility and outlined the arrangement that the <br />National Guard has with the City of Brooklyn Park which may be feasible <br />in this instance. <br />Blesener indicated that the School Board has to figure out their position <br />and pointed out that the City would like to work with the School District <br />to retain the outside properties as ~~ell as use of the gym and pool at <br />Capital View to the City's benefit as well as the School District's <br />benefit. <br />tdorner reported that the School Board will explore the issues, which <br />are muchbroader than iust that of Capital View. <br />At this point in the meeting, 8:56 P.P1., Council took a short recess. <br />The meeting was reconvened at 9:08 P.M. <br />Pat Pelstring, Business Development Services, reported that he and <br />Mike Mulrooney would now conduct an economic development focusing <br />session which will include an overview of the City's current situation, <br />an exercise to set priorities and then discussion of the approaches <br />to take with regard to the City's top priorities. <br />Mulrooney reported that economic development can mean different <br />things to different cities. In some cities it may mean the marketino <br />of industrial areas, or the redevelopment of shopping centers. <br />It can even be a mix of things to some cities. Mulrooney outlined <br />an action plan that the City could follo~ for economic development <br />which is as follows: <br />Page -6- <br />
