MINUTES <br />City Council <br />July 8, 1987 <br />Sound <br />Barrier <br />(Cont.) <br />Scalze asked if there would be a cost involved in moving the dirt. <br />The Engineer replied that there would be as well as the cost of <br />seed,sod and replacement of the hlighway fence. <br />LaValle asked the amount of fill that would be generated from the <br />Little Canada Road bridge project. <br />The Engineer estimated only 150 to 200 yards of fill. <br />Blesener felt that the project should be pursued with the State at this <br />point, and the City should determine if the State is willing to parti- <br />cipate in the cost of constructing the berm. Then the City will have <br />figures to determine how much of the cost the residents will have to <br />pay. <br />Scalze pointed out that the petition received by the City is signed <br />by 100% of the property owners. Scalze also noted that a new law <br />will go into effect August l, 1987 which allows the City to levy <br />special assessments for this purpose. <br />The Engineer explained that the law was changed since the State <br />will not construct noise barriers if the highway was in existence <br />before the homes along the highway. <br />Blesener pointed out that the State should be informed that it is the <br />opinion of the residents that since the center barrier was installed <br />on the highway, which was done after the homes were built, a greater <br />amount of noise is experienced by the neighborhood. Rlesener also <br />pointed out that there has been reconstruction and widening of the <br />highway since the homes were built. <br />Collova pointed out that the access to the site would be very good <br />if the dirt could be dumped from the highway side. <br />Frank Frattalone agreed, but pointed out that the State may put a <br />time frame on the bringing in this dirt. Frattalone also reported <br />that while there will be 20,000 cubic yards of dirt from the Demont <br />project, only 10,000 cubic yards are excess and the rest will be used <br />in the project. Frattalone also reported that he bid the job with the <br />intention of selling the dirt, and his bid price reflects this. <br />Although Frattalone agreed that the City specs to say that the dirt <br />belongs to the City. Frattalone reported that the City Engineer's <br />office indicated to him that the City would not be using the dirt and <br />that he should have a place for it. <br />Blesener felt that the Engineer should approach the State with both <br />berm proposals. <br />Howard Romerowski, 253 Twin Lake Trail, pointed out that the Highway <br />was expanded since the homes were built and felt that if the Highway <br />Department had more room, the highway would be wider. <br />Page -4- <br />
