MINUTES <br />City Council <br />July 8, 1987 <br />Aspen <br />Grove <br />Drainage <br />Problem <br />(Cont.) <br />Council discussed whether occupancy permits should be withheld until <br />the improvements are made, but felt that Mr. Goff would make the <br />improvements and that at the Engineer's discretion building permits <br />should be withheld until the work is completed. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 87-7-306 - INSTRUCTING THE <br />CITY STAfF TO WITHHOLD ADDITIONAL BUILDING <br />PERMITS FOR MR. PAT GOFF AT THE DISCRETIOPd <br />OF THE CITY ENGINEER UNTIL SUCH TIME AS THE <br />DRAINAGE PROBLEPI IN THE ASPEN GROVE ADDITIOM <br />IS RESOLVED AS WELL AS RESOLUTION OF THE <br />CONCERNS RAISED IN THE CITY ENGINEER'S LETTER <br />DATED JUNE 15, 1987 <br />The foregoing resolution was duly seconded by D1rs. Scalze. <br />Ayes (4) Blesener, Scalze, LaValle, Collova. <br />Nays (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book ho. 18, Page 331. <br />Extension Mr. Frank Frattalone appeared before the Council requesting extension <br />Of Fill of the fill permit for his property located on Ryan Drive and Country <br />Permit Drive. Frattalone reported that his permit with the City expired on <br />Frank December 31, 1986 and that he currently has a permit with the PCA <br />Frattalone for this property which is good until June 6, 1989. <br />Agenda Frattalone reported that he has room for about 20,000 cubic yards of <br />Item No. 7 fill on the property. Frattalone reported that he has not changed <br />his plans for the property, but just wants to complete the filling <br />project. <br />Frattalone also reported that the project is regulated by the State <br />with quarterly inspections. Frattalone reported that he is only <br />dumping concrete and curbing in the property. <br />Collova suggested that any extension of the permit coincide with the <br />PCA permit. <br />Scalze asked Frattalone what the fill is that he has stockpiled on <br />Spruce Street. <br />Frattalone replied that this material is recycled blacktop that he <br />will crush over the winter and would be removed next summer. <br />Frattalone also reported that he has been working with the trailer <br />park on maintenance of the ditch in the area as well as the installation <br />of a fence along his property line. <br />Page -7- <br />
