MINUTES <br />City Council <br />July 8, 1987 <br />Aspen Grove Mr. Dave Jebens, 812 Aspen Circle, appeared before the Council <br />Drainage reporting that he is representing the Aspen Grove residents and <br />°ro~lem informed the Council of a drainaqe problem in the area. Jebens <br />presented the Council with pictures of standing water in the <br />Agenda area. Jebens reported that the drainage problem has been in <br />Item No. 6 existence since May 29, and the water has not dried up since that <br />time. Jebens reported that the residents have a concern for the <br />health and safety of the area and children in the area. <br />Jebens reported that he has discussed the problem with the Building <br />Inspector and City Engineer who agree there is a drainage problem. <br />Jebens reported that the problem has also been discussed with Pat <br />Goff, the d.eveloper, who has not taken steps to resolve the problem. <br />Jebens reported that the Building Insoector informed him that the City <br />has not approved the final grading of the area, and according to the <br />UBC any non-compliance must be reported in writing to the proper <br />authorities. <br />Jebens asked for the City's help and assistance in resolving the <br />problem. <br />George Hanna, 3076 Arcade Street, reported that after recent rains, <br />water has been standing for 2 days and is not draining. <br />The City Engineer reported that he has discussed this problem with <br />Pat Goff as well as some other corrections that need to be made <br />as outlined in his June 15, 1987 letter, and Goff indicated that <br />these corrections will be made shortly. However, Goff indicated <br />that the drainage problem has been compounded in that residents <br />sodded their yards too early, before finish grading was completed. <br />The Engineer reported that the City is withholding approval on this <br />development which is required for P1r. Goff's FNA financing until <br />the corrections have been made. <br />Hanna indicated that Mr. 6off's office informed the residents that <br />they could sod their yards. <br />Scalze suggested that if there are additional building permits to be <br />issued in the development, that these be withheld until Mr. Goff <br />gets the drainage corrected as well as the other items the Engineer <br />has indicated need to be done. <br />Mr. Jebens stated that he is concerned with the water table in the <br />area. <br />Scalze pointed out that there is a lot of clay in this area and <br />that clay retains water. <br />The City Engineer indicated that the pond is low. <br />Page -6- <br />
