MINUTES <br />City Council <br />July 22, 1987 <br />Kingsbury <br />Drainage <br />Problem <br />Agenda <br />Item No. 13 <br />Mr. Dale Kingsbury appeared before the Council reporting that after <br />the two recent large rains the City received, he experienced flooding <br />of his property as well as the adjacent Qettner property. Kingsbury <br />reported that the existing storm sewer pipe in the area is not <br />adequate and water is flowing over the curb and into his and the <br />Bettner property. <br />Blesener noted the fill permit Kingsbury received for his property. <br />Kingsbury replied that the purpose of that permit was to ensure that <br />when water does enter his property it flows where it should. <br />The City Engineer reported that he met with the County last fall on <br />this matter and they indicated they would study the problem. The <br />County did make a study and the result was that they turned the <br />storm sewer over to the City. <br />The City Engineer felt that the storm sewer pipe is adequate and <br />that the problem was that the catch basins were too small. The <br />Engineer recommended that the catch basins be dug up and enlarged. <br />The Engineer also reported that in a heavy rain the water will at <br />times run over the curb. <br />Kingsbury disagreed with the Engineer's assessment of the situation <br />and felt the problem was that the pipe was not large enough. Kingsbury <br />stated that every time it rains the pipe is 80% full. Kingsbury did <br />not feel the pipe would handle a 5-year storm. <br />The Engineer reported that he looked at the problem on the Bettner <br />property. The Engineer reported that this property is at a steep <br />grade, which will have a tendency to put water in a basement. <br />The Engineer suggested that he look at the storm sewer pipe again. <br />Kingsbury was concerned that he has brought this problem back to the <br />Council every year and it has been referred to the Engineer ~Nho says <br />the pipe is adequate. Kingsbury stated that he had no faith that <br />referring the matter to the Engineer will result in any action. <br />Fahey noted that he was not an engineer and not capable of determining <br />if the pipe is adequate. Fahey suggested that perhaps an independent <br />opinion should be sought. <br />Mrs. Kingsbury requested that some time limit be put on the matter <br />so that it would not drag on. <br />Fahey suggested that the Engineer review the problem and report <br />to the Council in two weeks. Fahey also commented that he would <br />not be adverse to getting an independent engineering opinion if <br />it seemed warranted to do so in two weeks. <br />Page -15- <br />
