MINUTES <br />City Council <br />July 22, 1987 <br />Twin Lake Fahey asked if there would be other large amounts of fill available <br />Trail Berm in the City. <br />(Cont.) <br />The Engineer reported that there is a property owner on Dianna Lane <br />that wants to get rid of 3,000 yards of fill. <br />Frattalone also pointed out that the State will put a time limit <br />on when the project must be completed. <br />Bergeron, Twin Lake Trail property owner, stated that he was not <br />interested in a$12,500 assessment, and commented that the permit <br />application should have been submitted 3 or 4 months ago. <br />Fahey noted that the City directed the Engineer to contact the <br />State regarding the berm in August of 1986 and they replied in <br />April. Fahey felt it unrealistic to expect the State to act on <br />the permit request in 3 to 5 weeks. <br />Romerowski felt the City should try. <br />Fahey agreed that the Engineer should pursue the application. <br />The Engineer stated that he will push the application as much as <br />possible. <br />Collova noted that if the stockpiling cost can be eliminated, the <br />cost of the project may be more affordable. <br />Romerowski questioned the State's putting a time limit on the <br />project, noting the inconvenience the State puts on citizens when <br />its projects take several months to complete. <br />Fahey felt that not just the adjacent property owners should be <br />assessed, and that some benefit will be derived by other properties <br />on Twin Lake Trail. <br />Romerowski felt that the berm will improve property values in the <br />area. <br />Fahey suggested that a public hearing be held on the project given <br />the money the City is spending on engineering costs. <br />Mrs. Romerowski noted that the State should participate in the cost <br />pointing out that the freeway has been widened since the homes in <br />the area were built and the hazard to the properties due to the <br />freeway. <br />Fahey pointed out that the freeway was widened within the Highway <br />Department easement. <br />Blesener suggested that the City wait to hold a public hearing as <br />Page -18- <br />
