MINUTES <br />City Council <br />July 22, 1987 <br />Twin Lake The Engineer also submitted to the Council a feasibility report for <br />Trail Berm the berm with a total estimated cost of $89,000 which includes <br />(Cont.) leveling and grading of fill dirt, replacement of fence and sod or <br />seeding the area. The Engineer reported that it may be possible <br />to eliminate costs for Legal, Fiscal, Administration and Capital <br />Interest. The Engineer also reported that a portion of the cost <br />may be picked ~ip by the storm sewer fund due to the dirt being <br />obtained from the Demont storm sewer project. <br />The Engineer also reported that the issue of assessing the cost of <br />the project needs to be resolved as there is the question of direct <br />benefit from the berm. The Engineer pointed out that some properties <br />may benefit more than others. <br />Fahey pointed out that according to the feasibility report the <br />worst case would be a$12,500 assessment to each of 7 properties <br />fronting directly across from the freeway. <br />Fahey asked the time frame for getting a permit from the State. <br />The Engineer reported that the application needs to be reviewed by <br />several departments of the State and his office would try to speed <br />up the permit as much as possible. <br />The Engineer reported that it does not appear that the State will <br />allow the fill to be hauled in from the freeway side. <br />Fahey asked what the estimate of $50,000 for hauling of fill included. <br />The Engineer explained that if the City does not have the permit when <br />the fill is available from Demont, the fill will have to be stockpiled. <br />This $50,000 includes the cost of stockpiling, hauling, leveling and <br />grading of the fill. <br />Frank Frattalone was concerned about bringing the fill in from Twin <br />Lake Blvd. noting the condition of the road as well as the safety <br />factor. <br />The Engineer suggested that the State might allow the fill to be <br />broughtin from the freeway if a large bond were submitted as well <br />as adequate insurance coverage. <br />Fahey did not feel that the property owners would be agreeable to a <br />$12,500 assessment should the State refuse to participate in the <br />cost. <br />Romerowski asked the timeframe that dirt would be available from the <br />Demont project. <br />Frattalone estimated that the dirt would be available within 3 to <br />4 weeks. <br />Page -17- <br />
