MINUTES <br />City Council <br />August 26, 1987 <br />Imp. No. The City Engineer reported that he has already contacted the contractor <br />86-4 (Cont.) regarding the sod. <br />The City Clerk pointed out that the City's appraiser has identified <br />two lots which he recommends the Council review these assessments. <br />One lot is 80% swamp land. <br />Fahey commented that these parcels will be reviewed at the Council's <br />next meeting. <br />Alex Chester, 303 Savage Lane, reported that he strongly objects <br />to the street improvement as he feels he gains no real benefit by <br />it. Chester reported that the old street was fine, curb and gutter <br />were not needed and there is no drainage problem in the area. <br />Chester also objected that he was not better notified of the <br />improvement hearing. <br />Chester further reported that the quality of the work has been <br />awful, that the street is full of chuck holes, that water shut-off <br />valves are below the street surface, and that the driveway cuts <br />ground down in the curbing are terrible and will deteriorate. <br />The City Engineer pointed out that the curb is a foot thick and <br />the curbing where driveway cuts were made was still substantial. <br />The Engineer also replied that shut-off valves will be raised. <br />Chester indicated that the curb cuts should have been redone and <br />not ground down. Chester felt that for the price the property <br />owners are paying, the job should have been done right. <br />Fahey pointed out that curbing was installed according to City <br />specs, which proved unsatisfactory to homeowners. Fahey also <br />pointed out that had the curbing been ripped out, the cost of the <br />project would have increased to the property owners. <br />Richard Sykes reported that he agreed with Mr. Chester's comments <br />regarding the curb. <br />Blesener suggested that the curbs could be ground with a smoother <br />finish. <br />The City Engineer replied that he would check into this. <br />Mr. Ryder, of Fuel Economy, reported that there is a tool which will <br />grind concrete very smoothly and suggested the City check into this. <br />Chester pointed out the holes in the concrete that will hold water <br />and ice and eventually break up. <br />Collova reported that there are sealants available that will fill <br />these holes and take care of this problem. <br />Chester stated that if his driveway entrance is improved, he would <br />be satisfied. <br />Paae -10- <br />
