No. Mr. Blesener introduced the following resolution and moved its adoption: <br />86-5 (Cont.) <br />RESOLUTION N0. 37-8-389 - ACCEPTING AND <br />APPROVING THE APPLICATION FOR SENIOR CITIZEN <br />DEFERMENT FOR ASSESSMENTS IN CONJUNCTION <br />WITH IMPROVEMENT N0. 86-5, SUBMITTED BY <br />CHRIS A. BEHM, 2587 SFRUCE STREET <br />The foregoing resolution was duly seconded by Mrs. Scalze. <br />Ayes (4) Blesener, Scalze, Fahey, Collova. <br />Nays (0). <br />Resolution declared adopted. <br />This reso1ution appears in Resolution Book No. 18, Page 415. <br />Assessment Fahey opened the assessment hearings on the following improvements: <br />Hearings Imp. No. 86-7A, Demont Avenue from Rice Street to 35E (Rice to Jackson) <br />Imp. No. by street, curb and gutter; Imp. No. 86-7A2, Demont Avenue from Rice <br />86-7A, Street to 35E (North side of Demont from Jackson to 35E) by street, <br />86-7A2, curb and gutter; and Imp. No. 86-7 Demont from Rice Street to 35E <br />R 86-7 (South side of Demont from Jackson to 35E, Canabury Sauare Condominiums, <br />Canabury Townhouses and Canabury Condominiumsl by street, curb and gutter. <br />Agenda <br />Item No. 12 Fahey asked if there was anyone present from the general public wishing <br />to comment on these improvements. <br />Dick Demont, representing his parents who reside at 177 Demont, <br />questioned the City's assessment policy in that the City is assessing <br />on a front footage basis. Demont pointed out the large numbers of <br />property owners on the south side of Demont in the Canabury dev?lopments <br />that derive the same benefit from the street as the sin~~12-fa.mily <br />development on the north side of the street. However, the families <br />on the north are paying substantially more than the families on the <br />south. <br />Fahey pointed out that the City's policy has been to assess on a <br />front footage basis and this is what many other cities do as well. <br />Demont reported that the assessments will put a hardship on his <br />parents who have 229 feet of frontage. <br />Fahey pointed out that the City does provide for senior citizen <br />deferments. <br />Demont felt that the front footage assessment in this case was not <br />fair and asked the Council to look at it. <br />The City Engineer pointed out that when the area was assessed for <br />sewer and water, each unit in the Canabury buildings paid for unit <br />charge as well as a front footage assessment. <br />Page -14- <br />
