MINUTES <br />City Council <br />August 26, 1987 <br />Assessment Fahey pointed out that it was not good practice to defer assessments <br />Hearing as the City has to make the annual bond payments for the improvements. <br />Allen Ave. Fahey also pointed out that Mr. Tarnowski would not qualify for a <br />(Cont.) senior citizen deferment as the applicant would have to be at least <br /> 65 years of age. <br />Tarnowski reported that Mr. Howe, one of the developers of Allen Avenue, <br />indicated to him that he would pick up the full cost of putting Allen <br />Avenue in. <br />Fahey replied that this was never represented to the Council and <br />Tarnowski should discuss this with Mr. Howe. <br />Scalze agreed and reported that she researched the old minutes with <br />regard to this as Mr. Tarnowski has mentioned it previously. <br />Tarnowski did not feel he would have adequate property to divide his <br />lot. <br />Fahey pointed out that the City Engineer has already determined that <br />there is enough property to divide into two lots. <br />There was no one else present wishing to be heard on this matter. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 87-8-411 - CLOSING THE <br />PUBLIC HEARING ON THE ALLEN AVENUE ASSESSMENT <br />ROLL <br />The foregoing resolution was duly seconded by Mr. 6lesener. <br />Ayes (4) Fahey, Blesener, Scalze, Collova. <br />Nays (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 18, Page 437. <br />The City Attorney pointed out that if Mr. Tarnowski intends to <br />appeal his assessment, he will have to file a written appeal to <br />the City prior to action on the assessment roll. <br />Mr. Tarnowski filed such appeal with the City Clerk. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 87-8-412 - APPROVING AND <br />ADOPTING TNE ASSESSMENT ROLL FOR IMP.
