RESOLUTIONS <br />City Council <br />Sept. 23, 1987 <br />Imp. <br />Nearing <br />Noel Drive <br />Extended <br />Agenda <br />Addition <br />Fahey opened the public hearing on Improvement No. 87-13, the <br />improvement of Allen Avenue from DeSoto to Noel Drive extended <br />by watermain and the improvement of Noel Drive from Allen Avenue <br />300 feet south by right-of-way acquisition, grading, sanitar,y sewer, <br />watermain, storm sewer, gravel base, concrete curb and gutter and <br />bituminous surfacing. <br />The City Engineer reported that he has split the improvement into <br />two parks, the first being the improvement of Allen Avenue by <br />watermain, and the second being the improvement of Noel Drive from <br />Allen Avenue 300 feet south. <br />The Engineer reported that the estimated cost for watermain on <br />Al1en Avenue is $33,365, which when divided by 5 benefited lots <br />would result in an assessment of $6,673 per lot. The estimated <br />cost for the improvement of Noel Drive from Al1en to a point 300 <br />feet south as outlined above is $84,775.00, which when divided <br />by the 4 lots benefited, results in an assessment of $21,193 per <br />lot. <br />The Engineer reported that he has discussed the possibility of <br />leaving the watermain out for Allen Avenue and installing a dry <br />line on Noel Drive, which could be connected when the entire length <br />of Allen is watered, with Mr. David Wright, the petitioner for the <br />improvement, in an attempt to reduce the cost of the improvement. <br />However, the Engineer felt that storm sewer would have to be <br />installed at the time Noel Drive was improved. <br />The Engineer also pointed out that there are easements that will be <br />necessary to be acquired for this improvement, and it is difficult <br />to estimate the costs of these easements. <br />Mr. David Wright, 2985 Vanderbie, stated that he did not feel watermain <br />was necessary. Wright felt that watermain should be installed at the <br />time a main was run down Allen and connected to Edgerton. <br />P1r, ldright felt that the Engineer's estimate was high and asked <br />what the cost of other street improvements in the City has been. <br />The Engineer reported that Windward tday was improved about 4 years <br />ago at a cost of about $12,000 per lot. <br />The Engineer reported that the reason for the high cost for this <br />improvement was the relatively short section of street proposed to <br />be improved. <br />Fahey also pointed out that Noel Drive will have to pick up the <br />cost of storm sewer that would be installed on Al1en Avenue. Fahey <br />pointed out that if the entire length of Noel Drive were improved, <br />there would be more properties to spread the cost against. <br />The Engineer agreed. <br />Page -10- <br />
