MINUTES <br />City Council <br />Sept. 23, 1987 <br />Imp. The City Engineer reported that Sylvan Street was recently improved <br />Hearing at a cost of about $15,000 per lot. However, there were more lots <br />Noel Dr, to spread the cost of the project over than in the case of Imp. No. <br />Extended 87-13. <br />(Cont.) <br /> Scalze pointed out that while Wright feels the Engineer's estimate <br /> of $21,000 per lot is high, if bids are taken, the work will not <br /> come in at $11,000 per lot. <br />The Engineer also pointed out that the City does not know how much <br />easement acquisition will be. <br />Blesener pointed out that the Engineer's estimate for Sylvan Street <br />was within 10% of the actual bid. <br />Fahey pointed out that it will cost the City money to have the <br />Engineer prepare specs for bid. Fahey stated that he was not in <br />favor of putting the project out for bid unless Mr. Wright was <br />willing to pay the engineering costs. <br />Mr. Wright pointed out that the City has already approved the division <br />of some of his property, and felt he should be able to develop it. <br />The Planner noted that the division was appproved contingent upon <br />P1r. Wright dedicating road easement for Noel Drive. <br />LaValle stated that he sympathized with P~r. Wright's desire to develop <br />his property, but felt the situation would be better if Noel Drive <br />were developed all the way through to LaBore Road. <br />Wright asked if the Engineer could prepare specs and he would obtain <br />bids for the work. <br />The Engineer replied that he has standard specs, however, Wright <br />will need profiles of the area for the sewer and water. <br />Collova stated that the cost of the project has to be lower in order <br />for him to vote in favor of the improvement. Collova did not feel <br />it was good planning to put in a dry watermain. <br />Wright did not feel he should have to pay taxes on property that was <br />landlocked and useless. Wright pointed out that he has dedicated <br />30 feet of road easement. <br />Fahey pointed out that an additional 20 feet of easement is still <br />necessary. Fahey also felt that the Cnuncilshould not have divided <br />the Wright property until it had frontage on an improved public street. <br />Blesener agreed that the project would be better handled if Noel <br />Drive was improved all the way through to LaBore Road. <br />It was determined by the City Clerk that the City actually owns the <br />30 feet of road easement for Noel Drive as the property went tax-forfeit. <br />Page -13- <br />
