MINUTES <br />City Council <br />Sept. 30, 19II7 <br />Fahey noted that when the Council decided to go fr•om a par•t-time <br />building inspector• to a full-time inspector•, it was with the addition <br />of these duties to the position that the Council justified the full-time <br />position. <br />Blesener reviewed the duties of various building inspection positions <br />as outlined in the Metr~o Salar•y Survey, noting that the position of <br />Chief Inspector would best descr•ibe the City's building ins~ection <br />position. <br />Council discussed f1r~. Palacio's fir•e inspection duties with Palacio <br />indicating that he tr~ies to inspect two businesses per~ week, with <br />emphasis given to the businesses in the industr~ial par•k. Also, he <br />and the Fir•e Chief had decided that r•esidential ar•eas would be <br />inspected to br•ing the multiple dwellings in the City up to life <br />safety r•equir•ements. <br />Scalze suggested that ther•e might be a need to add a par•t-time per~son <br />to assist in fir~e inspections. <br />Blesener• stated that if the Building Inspector~ wer•e putting in a lot of <br />comp time to get the inspections done, he would agr•ee. But at pr•esent <br />this is not the case. <br />Fahey noted that as building in the City decr•eases, the 6uilding <br />Inspector~ will have mor•e time todevoteto fir•e inspections. <br />Blesener• r•ecommended after• a r•eview of the var~ious building inspection <br />positions and mean salar•ies for~ those positions, that Mr. Palacio be <br />classified as a Chief Inspector• with a pr•omotional incr•ease of 5% <br />and a mer•it incr•ease of 4% br~inging his annual salar•y to $33,350. <br />It vaas the concensus of the Council to accept Mr•. Blesener•'s <br />recommendation. <br />LaValle suggested that if the Building Inspector cannot devote enough <br />time to fir~e inspections, that ther•e may be a need to add additional <br />help in this ar•ea. LaValle asked if the City's best inter•ests wer•e <br />being ser~ved by getting fir•e inspections of all businesses in the City <br />only once ever~y three year•s. <br />Fahey noted that when the building inspection position was made a f~all- <br />time position, par~t of the justification was the addition of the fir~e <br />inspection duties. Fahey felt that if ther~e was a pr~oblem getting <br />fir~e inspections done, the Fir•e Chief would let the Council know. <br />Blesener• felt that if at some point the City needed to get all <br />businesses inspected mor~e often than once ever•y thr•ee year•s, some <br />of the fir•e inspections could be contr•acted out. <br />Blesener• suggested that the Building Inspector•'s salar•y be set as <br />r~ecommended and the issue of fir•e inspections could be addr~essed at <br />a later~ date. <br />Page -2- <br />
