MINUTES <br />City Council <br />Sept. 30, 1987 <br />The fir•st fund r~eviewed was the summar~y/over•view of the Capital <br />Project Fund. <br />Next was the Par•k Acquisition Fund. With r•egar•d to this fund, the <br />Council discussed with the Auditor• the possible pur•chases of par•k <br />land in the City, specifically land in the Center•ville Road ar•ea, <br />Spooner Par•k, Capital View, and the possible addition to the City <br />Center. <br />Fahey felt that the City's financial position appear•ed that <br />pur•chase of Spooner• Par•k may need to be postponed until such <br />time as the School Distr•ict actively seeks a pur•chaser• for• this <br />property. <br />Council discussed the upcoming public hear•ing scheduled for• October~ <br />14 at which the potential pur~chase of pr~oper•ty in the Center•ville <br />Road ar•ea for• r•ecr•eati onal pur•poses wi 11 be consi der•ed. <br />Scalze r•epor•ted that Bill Sander•s is pr•epar•ing site plans for~ a <br />couple differ~ent alter•natives for• this pr•oper•ty, which will be <br />pr•esented at the public hear~ing. <br />Fahey r•equested that the City Auditor• pr•epar•e some financial r•epor~ts <br />for• pr~esentation at the meeting outlining the City's financial <br />capability to pr•oceed with such a pur•chase. <br />Council also discussed including in the Par•k Development Fund moni~s <br />generated from other than charitable gambling proceeds. D~rs. Scalze <br />felt that the fund should include only gambling monies. <br />The Council also discussed the possibility of pur~chasing pr~oper•ty in <br />the Center~ville Road ar~ea on a contr~act-for~-deed with Fahey pointing <br />out that the City is limited to no longer• than a 5 year• contr•act-for~-deed. <br />Fahey felt that at the meeting on October~ 14th the Council would have <br />to decide whether• it wanted to pur•sue pur•chase of proper~ty in the <br />Centerville Road ar•ea, determine the amount of acr•eage the City would <br />need, and authorize the City Attorney to pursue purchase agreements <br />with the pr•oper~ty owner•s. <br />Fahey stated that the Auditor• will need to show that the City has the <br />financial capability to pur•chase the pr•oper•ty. <br />The Auditor• pointed out that in the Par•k Acquisition Fund he has <br />shownapotential contr~ibution of $200,000 fr•om the Recr•eation <br />Association for• pur~chase of pr•operty in the Center•ville Road ar•ea. <br />The Auditor• asked for~ Council dir•ection on this. <br />Blesener felt the $200,000 should be reflected in the Park Acquisition <br />Fund. <br />The Audi tor~ asked i f fur~ther• contri buti ons woul d be comi ng fr~om the <br />Page -4- <br />
