MINUTES <br />City Council <br />Sept. 30, 1987 <br />Recr•eation Association. <br />Mor•elan r~epor•ted that the Recr•eation Association has indicated that <br />any further contr•ibutions fr~om them would be for• development of the <br />Centerville Road property. <br />Scalze felt the ~200,000 contr•ibution should be r•eflected in this <br />fund when the City r•eceives the money. <br />The next fund r•eviewed was the Par~k Development Fund. <br />Scalze again indicated her• feeling that the Par~k Development Fund <br />should be used for~ str•ictly money r•eceived fr•om char•itable gambling <br />oper~ations. <br />Council also discussed the $79,500 item listed as an expenditur•e in <br />the budget with the Council indicating that the Development Fund <br />should be a pur•e development fund. <br />Blesener• suggested that per•haps the City needed thr~ee funds, a <br />Par•k Acquisition Fund, a Par•k Development Fund and a Char•itable <br />Gambling Par•k Acquisition Fund. <br />Scalze stated that she was agr~eeable to the two funds if it wer~e <br />possible to identify money r•eceived fr•om char~itable gambling. <br />The Auditor~ assur•ed Scalze that this was possible. <br />The next funds r~eviewed wer•e the State Aid Roads Fund, the Fir•e <br />Truck Acquisition Fund, Computer~ Acquisition Fund, Inter•im <br />Constr~uction/Acquisition Fund, Str•eet Over•lay Fund, Gener•al Capital <br />Impr•ovement Fund and Par~k Land Acquisition/Development Combined. <br />Recess At this point in the meeting, 10:12 P.M., Council took a shor•t <br />r•ecess. The meeting was r•econvened at 10:17 P.M. <br />The next area of the budget to be reviewed was wages. <br />Council fir•st considered the salar•y of Scott Heaton, P9aintenance <br />ldor~ker• (2), with Blesener• r~ecommending a 6% incr•ease for~ Heaton <br />which would br•ing his salar~y to $9.10 per hour•. Blesener• repor•ted <br />that he is using a 4% mer•it incr•ease as a base and felt that <br />Heaton's salar•y based on union salar•ies for~ the same position <br />should be incr~eased to $9.10 per• hour~. Council agr•eed. <br />Next consider•ed were Dan Dr~ake and Joe Steele, classified as <br />Maintenance Worker (41. Blesener recommended 5% increases for <br />these employees r•epor~ting that he was basing his r•ecommendation <br />on union salar•ies for~ the same position. Blesener• noted that he <br />is using 1987 union salar•ies, which would still place the City a <br />year~ behind. The 5% incr~ease would include a 4% base and a 1% <br />incr~ease to br•ing them in line with 1987 union salar•ies. <br />Page -5- <br />
