John LaFave, Hydrogeologist with Leggette, Br•ashear•s R Gr•aham, <br />Inc. , r•epr•esenti ng bli 11 i ams Pi pel i ne Company appear•ed befor~e the <br />Council r•equesting a per•mit for~ Williams Pipeline to connect to <br />the City'ssanitary sewer system and discharge treated ground water <br />into the sanitar~y sewer•. <br />Fahey r•eviewed Mr•. LaFave's letter• to the City dated September• 24, <br />1987 outlining a pipeline leak which was discovered in Apr•il of <br />1982 and which has been monitored by Leggette, Br•ashear•s & Gr•aham <br />since July of 1983. Outlined in the letter• ar•e the details of the <br />clean-up oper~ation, which has been appr•oved by the Minnesota <br />Pollution Contr~ol Agency and the Metr~oplitan Waste Contr~ol <br />Commission. <br />Scalze asked if the leak has been r•epair•ed. <br />LaFave replied that a section of pipe that was suspect has been <br />r•eplaced. LaFave stated that his fir•m has tested the ar•ea and <br />believes that the site of the leak was pinpointed and the suspect <br />pipe was r•eplaced. <br />Scalze asked if the clean-up would involve r•esidue from the leak <br />that was discover•ed in 1982, <br />LaFave r•eplied that it would. <br />Blesener• asked if Leggette, Br~ashear~s & Gr~aham is a consultant paid <br />by blilliams Pipeline Company. <br />LaFave r~eplied that this was cor•rect. <br />f3lesener~ asked LaFave to explain the ter•m "downgr•adient plume movement" <br />referred to in his September~ 24th letter. <br />Page -1- <br />
