MINUTES <br />City Council <br />October• 7, 1987 <br />Williams LaFave r•eplied that his company placed test wells both downgr~adient <br />Pipeline and upgr•adient of the leak site and it was discover•ed that r•esidue <br />Company fr•om the leak had begun to move downgr•adient. This is the r~eason <br />(Cont.) that Williams Pipeline initiated the clean-up as the r• esidue had <br /> begun to move. LaFave r•epor~ted that no tr~aces of the leak r•esidue <br /> wer~e discover•e d upgr•adient. <br />Blesener• noted that some concer~n was expr~essed on the part of the <br />Waste Control Commission. <br />LaFave explained that his fir•m will be working closely with the PCA <br />on the clean-up and it has been decided that the product should be <br />hand-bailed from the monitor well. This addresses the Waste Control <br />Commission's concer•n. <br />Blesener• asked what will happen with the recover~ed waste. <br />LaFave r•eplied that a cer•tified waste hauler• will be hir•ed to dispose <br />of the waste. <br />Blesener• asked if the building that will be constr•ucted will be <br />built on the swamp or• into the wetland. <br />LaFave r~eplied that the building will be in the backyar•ds along the <br />fence line of the two r•esidents at 427 and 435 Viking Dr•ive and will <br />not extend into the swamp or• wetland. A contr~actor• has been hir•ed <br />to constr•uct the building, and the contr~actor• will obtain the necessar~y <br />per•mits and easements for• the building. <br />Blesener~ pointed out that tests showed the pr•esence of quite high <br />amounts of hydr•ocar~bons in 1984. Blesener~ asked why nothing was <br />done at that time. <br />LaFave r•epl i ed that the concer•n i s that these hydr~ocar•bons ar~e movi ng <br />downgr•adient, and he would guess that nothing was done in 1984 as ther~e <br />was no evidence of the hydr•ocar•bons moving. <br />Scalze asked the amount of time the pumping would continue. <br />LaFave r~eplied that the pumping could continue for• year•s. <br />Scalze asked the effect of the pumping on the swamp. <br />LaFave did not believe ther~e would be any effect on the swamp and <br />noted that they would be only pumping 5 gallons of water• per• minute. <br />The pumping will be done to lower the water table in this area with <br />the hopes of collecting any gas that is floating and pr~eventing the <br />gas fr•om moving downgr•adient. <br />Scalze asked if any r•esidue has been found in the swamp. <br />LaFave r•eplied that tr~aces of some dissolved hydr•ocar•bons have been <br />found in the par•ameter~s of the swamp. <br />Page -2- <br />
