MINUTES <br />City Council <br />October 14, 1987 <br />Centerville Blesener <br />Road Park option a <br />Pr•oposal pur~chase <br />(Cont.l favor of <br />concept, <br />the City <br />stated that he suppor•ted the Attor•ney's negotiating for~ <br />~r•eements, but at this point did not suppor~t the City's <br />of the full 33.88 acr•es. alesener~ stated that he was in <br />a par•k somewher~e in size between the fir~st and second <br />based on the amount of money the land will cost and what <br />can affor~d. <br />Bl esener~ agr•eed that i f the pr~oper•ty i s pur•chased, the Ci ty wi 11 have <br />to si t down wi th the adjacent pr•oper~ty owner•s and wor~k out a pl an <br />that ever•yone can live with. <br />Blesener agr•eed that the pr•oposal would be taking quite a bit of <br />pr•oper•ty off the tax r•olls, however•, the Council should consider• <br />the quality of life in the City and felt that better~ amenities will <br />entice better development. <br />Fahey agr•eed. Fahey also felt that the Par•k Commission should be <br />author•ized to begin full-scale study of the pr•oposal. <br />Scalze did not feel it was anyone's intent that Little Canada had <br />to have the biggest and best par•k available. However•, Scalze <br />felt a par•k is needed in the ar•ea. The City must be fiscally <br />r~esponsible as well. Scalze stated that the selling pr~ice of <br />the proper~ty will deter•mine the size of the par~k. The City only <br />has so much money. Scalze felt that the City has wor•ked a long <br />time to get park land, pointing out that other cities purchased <br />their~ par~k land in the 1950's and 1960's. <br />Scalze stated that she was not looking at only today, but at the <br />next 20 year~s. Scalze felt that the City must be r•esponsible and <br />buy only the land it needs. <br />Scal ze al so fel t the Ci ty had a good r~ecor•d i n ~aor~ki ng wi th the <br />neighbor~s of other• par~k sites in the City. <br />LaValle r~epor•ted that he suppor~ted the comments of Blesener• and <br />Scalze, and felt that concepts 1 and 2 wer•e pr•efer•able. <br />Fahey felt the negotiations with the pr~oper•ty owner•s would be a <br />fair~ly lengthy pr~ocedure and ther•e will be sufficient time for <br />input fr~om adjacent pr•oper•ty owner•s. <br />Collova stated that he was in favor~ of the par~k pr•oposal, but felt <br />33.88 acr•es might be excessive. Collova stated that the City will <br />have to take a r•ealistic look at the pr•ice of the land. Collova <br />al so fel t that ther•e wer•e other• opti ons for~ the 1 and besi des <br />ballfields, and felt these needed to be consider~ed. <br />Fahey stated that he questioned the need for• 300 foot ballfields, <br />and the need for• involvement in adult ball tour•naments. Fahey <br />agr~eed that the pr•oper~ty should be used for• multi-pur•pose r•ecreation. <br />Page -10- <br />
